At present, although coal enterprises are continuously investing in production safety, accidents caused by miners' unsafe behavior still exist. The reason is that the existing research lacks the cognition of the subjective initiative of miners' behavior, thus neglecting the behavior of miners is the result of their economic decision analysis.Based on this, based on the cost and benefit theory, this paper analyzes the influence factors of the miner's unsafe behavior decision, and studies the cost and benefit model of the miner's unsafe behavior with the behavioral economics theory. After clarifying the mechanism of the miner's unsafe behavior, the complex adaptive system theory and the Multi-Agent construction are built.Based on the model method, the relationship between the multiple stakeholders is studied and the multi-agent model is established. At the same time, according to the system dynamics theory, the causality of the miners' unsafe behavior is explained by the system dynamics theory. In order to verify the effectiveness of the multi party game stability strategy selection, the simulation evolution method and case analysis method are used to verify the effectiveness of the stability strategy selection in the system operation. In order to improve the miner owners with two kinds of internal and external driving forces,it is proposed by the multi-party game analysis and the empirical research. The management strategy of physical safety behavior proceeds to achieve the goal of safety production in coal mine enterprises, and at the same time,it can provide an efficient management method for coal enterprises.
