Study On The Environmental Sanitation Management In Panzhihua From The Perspective Of Refinement Theory

With the accelerating pace of urbanization and the continuous expansion of urban scale,the status of urban environmental sanitation management has become more and more prominent,and the tasks of urban environmental sanitation management have become increasingly arduous.In recent years,taking advantage of the situation,Panzhihua has put pressure on itself,and has focused on innovating work mechanisms of environmental sanitation management,and has steadily promoted daily management.It has achieved initial results,and has promoted a marked improvement in the appearence of the city,and significantly enhanced the living environment.However,due to the special topography of mountainous cities and the impact of urban-rural structural differentiation,coupled with the traditional shackles of the extensive management model,the contradiction between the needs of urban development and the level of environmental sanitation supply is constantly exposed.The quality and level of urban environmental sanitation management is also much space for improvement.Therefore,it is imminent to change the traditional mode of environmental sanitation management.It has become a general trend to explore the implementation of refined management of environmental sanitation.This thesis mainly adopts a combination of literature research and empirical analysis to organically combine the refinement management with urban environmental sanitation management,and tries to construct a theoretical system related to the refinement management of environmental sanitation,which gives it new connotations and features,and developes a theoretical basis in empirical analysis of environmental sanitation in Panzhihua.Based on the particularity of environmental sanitation management,the connotation of urban environmental sanitation management includes five aspects: careful division of responsibilities,strict management standards,advanced operation methods,scientific supervision system,and meticulous management effectiveness.Its characteristics include four aspects: evenly emphasizing on the level of management and the professional and technical skills,blending the basic role and the radiation functions,the quick results and the ease of rebound,co-existence,excessive demands,and low recognition.With the development of the times,the refinement management of urban environmental sanitation has shown a tendency towards strategic planning,legal management,guidance by innovation,and participation by all citizens.The main task of this thesis is to summarize the current situation of environmental sanitation management in Panzhihua under the guidance of the refinement management theory of environmental sanitation,to find out and refine the difficulties and problems,and to objectively analyze the causes of the problems,and to formulate solutions according to the local conditions of Panzhihua.The main result of this thesis is to construct an environmental sanitation refinement management system of Panzhihua that has five goals,including target positioning,responsibility division,standards and norms,operation flow,and supervision and evaluation,and from the perspective of methodology,my proposed specific measures include rationalization of responsibilities,preparation of plans,improvement of laws and regulations,development of operational standards,and implementation of digitization.In summary,the proposed plan is highly scientific,systematic,and innovative,which also provides inspiration and reference for other similar mountainous cities to promote environmental sanitation management.
