Research On Fine Management Of Environmental Sanitation In J County, Hebei Province

With the acceleration of urban construction and the increase of urban area and population,the production of household waste,construction waste and other waste increases significantly,which causes more challenges in the environmental sanitation management.At the same time,China's 13 th Five-Year Plan calls for innovation in urban governance and promotion of fine,full-cycle and cooperative management.Environmental sanitation management is an important part of urban management.Fine management on environmental sanitation is imperative for the current situation and an important measure to meet the people's demand for living environment.In recent years,J County in Hebei Province,based upon the principle of "comprehensive treatment,fine management and normal operation”,has strengthened fine management on the county's environmental sanitation and made some achievements.J County is awarded the titles of "National Garden County","Clean City of Hebei Province","Hebei Habitat Award","Health County of Hebei Province" and "Civilized City of Hebei Province",etc.Therefore,under the guidance of fine management theory of environmental sanitation,summarizing the current situation of the environmental sanitation management in J County and analyzing the problems and causes,this paper finds corresponding solutions connecting to the reality,in order to contribute to the long-term development of fine management on environmental sanitation in J County and provide inspiration and reference for other counties.Firstly,this paper expounds the theory of fine management on environmental sanitation,introduces the research background,purpose,significance and current situation at home and abroad,and states the concept of environmental sanitation and fine management,the theories of public product and new public management,aiming at establishing the theoretical foundation for the ensuing chapters.Secondly,this paper overviews the current situation of environmental sanitation in J County,summarizes their practices and achievements through access to information,personal interviews and field visits,finds the problems of the role play of functional departments,digital management level,infrastructure layout,market operation and grid management,and analyzes the reasons from the comprehensive law enforcement across departments,funds safeguards,market operation mechanism of environmental sanitation,long-term management mechanism and public participation in governance awareness.Finally,with reference to the advanced experience of environmental sanitation management of some cities at home and abroad,based on the actual situation of J County,this paper puts forward specific countermeasures in terms of deepening the fine management concept of environmental sanitation,improving the management mechanism,enhancing the scientific nature of management and raising public participation.
