Study On Environmental Sanitation Planning And Multi-dimension Management Of Domestic Waste

Urban domestic waste has long been treated by means of terminal disposal, which can not completely solve the contradiction between environmental pollution of solid waste and economic development. Since the 1990s, universal attention has been paid on disposing domestic waste under the 3R principles of circular economy, namely, reduction, reuse, recycling. Nowadays domestic planning of environmental sanitation lay emphasis on indicators, installation, capital budget and project declaration in the disposal of domestic waste, thus lacking legislative proposals and planning resolutions for origin reduction and market-oriented practices when it comes to policy mechanism.On the basis of the principles and practices in circular economy, theories of solid waste management are systematically analyzed in this paper with the ideas from hierarchical management system of solid waste to whole process management and from constitute characteristics and its influential factors of domestic waste in China to classifying methods in collection and disposal so as to seek a management pattern or method of solid waste for the objectives of circular economy. On the basis of analysis on legislation, strategy, operation methods and concrete practices in developed countries, the necessary trends in urban domestic waste management are as follows:macro-control of policies and regulations, social circulation of recycling and resource regeneration, market coordination with economic level, public participation and construction of dynamic planning models.This thesis is based on the project of National Social Science Foundation (No.: 02CJY009) , the project of the tenth—five year of social science for Ministry of Education (No.: 01JA790058) , and the disposal development planning of municipal solid waste for Putuo District (2003-2020) . Base on the theory and practices of Circular Economy, the way to introduce Circular Economy to the management of municipal domestic waste is discussed from the angle of legislation, strategical planning, function mechanism and public participation. As a result, the multi-dimension management technique accounting for circular economy is introduced to the whole process of management of domestic waste in this thesis. Take Putuo District as a case, an empirical study was implemented. It shows that, multi-dimension technique can help to take into account the idea of recycling economics in each step of domestic waste collection, transportation and disposal, and efficiently link up all the steps.Based on the current characteristics of the composition and management planning of China urban domestic waste, this paper incorporated the ideology of circular economy to the whole process management of domestic waste, then the multi-dimension management idea and method are advanced. With regard to the position of environmental sanitation management in circular economy, substantial schemes for the whole process management of domestic waste are also put forward in this paper, and the linear planning model is constructed under the rule of in-site treatment for the solid waste management, in such a way the current problems such as passive utilization and static discontinuity of the plan.
