Study On The Competency Of Construction Safety Management Personnel

With the sustained and rapid development of the construction industry,the construction safety problems are becoming more and more prominent,and the occurrence rate of safety accidents is still high.From the point of view of safety production responsibility,the safety management personnel of construction enterprises face the construction site directly.Safety management personnel's responsibility for the implementation of safety production is good or bad,largely determines the safety production of construction whether can proceed smoothly or not.Therefore,to improve the corresponding quality and ability of safety management personnel,that is,the competence of safety management personnel,plays a key role in strengthening the implementation of safety production responsibility,and improving the safety management level of building construction.This thesis is based on the construction safety production laws and regulations,the relevant literature and theory about competence and safety production responsibility both at home and abroad,combining with the present situation of fulfilling the duty of safety production,the concept of competency of construction safety management personnel is defined.Through the extraction of the indicators of safety management staff competency,a questionnaire survey was conducted,and the data obtained from the survey were analyzed,and the reliability of the index system was validated,and the competency model of safety management personnel was established,which includes four dimensions,namely,knowledge level,technical ability,career idea and personal trait,13 indexes in total.Then,the questionnaire of safety management personnel's implementation of safety production responsibility is designed,the safety management personnel of some construction enterprises were surveyed by questionnaire,and the data was collected.SPSS was used for descriptive statistics analysis,reliability and validity analysis,correlation analysis and regression analysis.The four dimensions of the competency of construction safety management personnel which are the knowledge level,technical ability,professional concept and personal characteristics are,having significant positive influence on the implementation of safety production responsibility.And the model of the relationship,between the competency of safety management personnel and their safety production responsibility is established and can be used to evaluate the implementation of safety management personnel's safety production responsibility.Finally,the thesis puts forward the application of the competency model of safety management personnel to the recruitment,performance evaluation and training of safety management personnel,in order to achieve the goal of improving the competence of safety management personnel.From the point of view of the model of the relationship,between the competency of safety management personnel and their safety production responsibility,from four aspects of knowledge,technical ability,occupation concept,personal characteristics,discussing how to improve the safety management personnel competence strategy,so as to provide reference for strengthening the implementation of safety production responsibility in construction...
