Study On Water Pollution Control In Rural Areas Of Mudanjiang

Since the 18th National Congress of the Communist Party of China,the Party Central Committee,with Comrade Xi Jinping as the core leader,persists in addressing the issues concerning "agriculture,countryside and farmers" as the most important part of the Party's work,however,in recent years,the phenomenon of water pollution in rural areas has become more and more serious,and the problem of water resources shortage and water pollution is becoming increasingly urgent.In the vast rural areas,agricultural non-point source pollution is the primary factor of rural water pollution.Affected by a series of factors,such as the villagers' weak awareness of environmental protection,the inadequate technology of water pollution protection measures,and the lack of attention paid by local government officials to rural water pollution,and so on,rural water environmental problems have not yet been solved.The deterioration of rural water environment affects not only the rural,but also the national ecological environment.There are 39 references to the word "ecology" in the report of the 18th National Congress of the Party and 43 in the report of the 19th National Congress of the Party,which suggests that our country has attached great importance to the ecological environment.In particular,the report of the 19th National Congress of the Party pointed out that "we are striving to build China into a harmonious and beautiful modernized socialist country of prosperity,democracy,civility"."Beautiful" refers to the ecological environment.Environmental problems have become a brief concern of the entire country,and it is imperative to curb the pollution of rural water environment.Therefore,the government attempts to research on reducing the pollution of rural water environment,to find out the reasons for rural water environment pollution,and to put forward feasible solutions,which is of crucial importance to better rural water environment,and thereby to improve farmers' physical conditions and quality of life.The development of economic level in Mudanjiang area is uneven,and the problem of water pollution in rural areas is severe.This thesis puts forward countermeasures and lays a foundation for rural water environment protection in Mudanjiang area,based on the investigation of the rural water environment pollution curb practice in Hailin County and the demonstration project of water environment protection in Hainan Township,and on the impact of the full implementation of river chief system in Mudanjiang on the rural water environment.Research shows that Rural water pollution in Mudanjiang area mainly involves agricultural non-point source pollution,rural life pollution,rural livestock pollution,rural small workshop pollution and so on.The main reasons are the improper use of chemical fertilizers and pesticides,improper handling of livestock and poultry manure,weak awareness of water environment protection among farmers,imperfect sewage facilities in rural areas,and inadequate legal supervision.Based on the above problems,the thesis puts forward the countermeasures to the pollution of rural water environment in Mudanjiang area:rationally use chemical fertilizers and pesticides to reduce agricultural non-point source pollution;strengthen publicity and education to raise farmers' awareness of water environment protection;increase the capacity of rural sewage treatment;improve the level of supervision along with establishing and perfecting laws and regulations.By research on this issue,a conclusion is drawn that protecting the rural water environment is the natural foundation to guarantee the harmonious development of social economy in rural areas.It plays a important role in the development of rural economy and the grows of farmers' income,and is conducive to alleviating urban-rural conflicts and narrowing the gap between urban and rural areas.
