Pollution spread from upstream to downstream, the urban to the rural areas, the surface to underground, the small area to big valley. Clear rivers and lakes is hard to find, the water which can go swimming is less and less, water pollution incidents take place frequently, water security of drinking and employment received serious threats. The people very worried about the present situation of water environment, the mayor and Director were called to swim in those polluted rivers. About "milk river", "the colorful rivers", " Snap up water in the supermarket", "cancer villages" often appear in the headlines, which hurt people’s eyes. Currently the contradiction of water environmental protection work is people’s growing demand for good water environment and the deterioration reality. Water pollution governance is a system, complex and arduous project, which cannot be achieved overnight, need strong laws and regulations as a support. As the implementation and revision of Environmental law, Environmental protection law and The law on the prevention and control of water pollution and so on. we can know from the "twelfth five-year" report of environmental protection that, in the 469 state-controlled section, five kinds of inferior quality section by 44% in 2001 low to 9.0% in 2014, but the feelings of the masses and not as optimistic as that, water pollution incident is still high, most water pollution situation is still grim and deteriorating, some important water of the lakes and rivers had losed the function, people’s life and health rights are harmed.When water pollution affects physical health, the water shortages leading to the limited of development and water security conflict is increasing, the people pay more and more attention to protection of river valley water environment. Stipulated in article 10 of the law on the prevention and control of water pollution, prevention and control of water pollution, it is necessary to make unified plans on the basis of river valleys or regions, according to the traditional classification method, our country is divided into the Yangtze river, Yellow river, pearl river, the songhua river valley and so on. The object of our study is small valley water environmental protection, the so-called small valley, is relative to the traditional large valley, can be a branch of a river valley, also can be interception of a certain period in the river, can be better described as river close to people. Most of the research focuses on the major primary and secondary rivers, some researchers believe that water protecting must be focus on the large valley, focus on small valley have no obvious effect, small valleys management is invalid, their research results mainly focus on strengthen regional cooperation and legislation.The author believed that the relationship of the big and small valleys is the part and entirety, the entirety is made up of parts, they can not depart from each other. The water environment protection of the large and small valleys is not only the relationship between the skin and hair, is also the point and surface, there are a lot of rivers and lakes across our country, situation and reasons of the pollution is different. Strengthen the small valley water environment protection is particularly important. Currently, the system of legal protection and regional coordination about seven big rivers valley have certain research foundation, but foundation of the small valley water environmental protection is little.Water environment protection and governance of river valley is not only the protection of the water inside the river water, but also includes the protection of drinking water sources, subsoil water, sewage treatment facilities and the rational use of water resources. This paper introduces the current serious situation of water pollution and the water protection legislation in our country, the regulation of five water in zheJiang province and the protection experience of the caoe river as the main research object, put forward the consideration of legislation about the small valley.
