Comprehensive Treatment Of Urban River(Lake) Water Environment In Haikou

"Environment is the livelihood of the people".With the gradual improvement of urbanization in China,urban water pollution has become the most serious and contradictory problem in the process of urban development.In the face of this problem,all walks of life and all walks of life unanimously put forward to pay attention to environmental protection,in order to further optimize economic development,in line with the people’s expectations of a good ecological environment.In recent years,in addition to drinking water sources,most of the rivers,drainage ditches(canals)and lakes and reservoirs in Haikou Central District are still in bad water quality,and some of them are black and stinky.Since 2016,Haikou has integrated the core concepts of "ecological restoration" and"serving the people’s livelihood" into the water treatment,and has earnestly explored a replicable,learnable and referential governance path.Mainly adopt "PPP + EPC + follow-up audit + whole-process supervision" to carry out comprehensive environmental regulation on the inland river(lake)water bodies of 18 towns,such as Meishe River,Wuyuan River,Longkungou River,East and West Lake.Especially,remarkable results have been achieved in the treatment of the Meishe River.In only three months,the comprehensive treatment of the Meishe River as an important water ecological landscape corridor running through the north and south of Haikou City has been achieved.It has become a demonstration and breakthrough point for the treatment of water pollution and ecological restoration of the inland rivers(lakes)in Haikou City.In September 2017,the Meishe River was approved as a national level.Water Conservancy Scenic spot.This paper will take the water environment based on the multi-center governance research ideas,combined with the current Hainan Province to build a free trade zone(port)and other strategies in-depth implementation,Haikou City is currently carrying out a comprehensive urban inland river(lake)water environment management study,from the government,the market,the public perspective,in order to promote Suggestions and references for comprehensive improvement of urban rivers(lakes)are provided.This paper is divided into the following seven parts,the first part is the introduction,mainly including the research background and significance,domestic and foreign research review,research content and methods,research innovation and deficiencies.The second part is the basic theory of urban inland river(lake)water environment management,from the water environment and its management related concepts,Multi-center Management and public service theory to elaborate.The third part is the present situation of comprehensive treatment of urban inland river(lake)water environment in Haikou City.It mainly analyzes the general situation of Haikou City,the basic situation of water environment and its treatment.The fourth part is the analysis of the existing problems in the comprehensive management of water environment in Haikou.The fifth part is the experience and Inspiration of water environment management in some cities at home and abroad.The sixth part is about the improvement of Haikou city inland river(lake)water environment comprehensive management of a number of countermeasures,problem-oriented,from the administrative point of view of the government-led,market operation,social diversification of the main Co-governance of the three levels of issues put forward targeted countermeasures and suggestions.The seventh part is the conclusion.
