Study On Water Environment Governance In Fuyang From The Perspective Of Multi-center Governance

Due to the acceleration of industrialization and urbanization,the lagging construction of sewage pipe network,the inadequate collection of urban garbage and the large amount of direct discharge of production and domestic sewage,water environment has become an important problem restricting the development of local economy and society.The problem of urban water environment governance in China is more complex.With the deepening of reform and the continuous transformation of society,sometimes the government's"visible hand"in environmental governance may lose its role.The government as the sole subject of environmental protection can no longer meet the needs of social development.It is necessary and urgent to think carefully about the existing problems in urban water environment governance.Through the study of domestic and foreign literature,in the new historical period and new situation,scholars generally believe that urban water environment governance needs the participation of the government,enterprises and the public in environmental supervision and governance,in order to effectively reduce the cost of social and ecological environment governance,but also conducive to reducing the environmental resources waste caused by government control failure.In order to streamline the management and protection system of urban water resources from the perspective of multi-center governance,optimize the management mode of urban rivers and promote the construction of water ecological civilization,this paper,based on the actual situation of Fuyang District,takes the water environment management of Fuyang District from the perspective of multi-center governance as the research theme,collects and summarizes the water environment of Fuyang District in recent years through the channels of public information of government departments and media reports.At the same time,based on the way of sending questionnaires to local residents,we can get the public's understanding and behavior of urban water environment governance,analyze the problems and reasons of promoting multi-center cooperative governance in terms of effectiveness of cooperative governance,such as channel broadening and guarantee methods,and put forward the promotion areas.Proposals and measures for the initiative and effectiveness of multi-center cooperative governance of regional water environment are of practical significance for promoting the sustainable development of local water environment and providing reference for optimizing the application of multi-center governance in water environment protection in China.The frame structure and main contents of this paper are as follows:Firstly,it explains the relevant issues of this paper from the background,purpose and significance,domestic and foreign research situation,the framework,methods and main innovations of this paper.Secondly,it introduces the relevant concepts and theoretical basis,mainly defines the concepts of water environment and environmental pollution prevention and control,and collects and summarizes the relevant theoretical basis of multi-center cooperative governance.Thirdly,200 questionnaires were designed,distributed and recycled to understand the public's understanding and evaluation of regional water environment governance in Fuyang District,to introduce the general situation of water environment in Fuyang District,and to elaborate the main practices and effectiveness of local government in water environment governance in Fuyang District.Based on the understanding and practice of Fuyang local government,enterprises and the public on water environment governance,this paper expounds the shortcomings of the main bodies participating in water environment governance,and analyses the existing problems of multi-center water environment governance in Fuyang District from the aspects of administration system,traditional concept of public water environment governance,fund support for water resources protection and governance,and legal system construction.Then,aiming at the problems and reasons of the above-mentioned analysis,the paper puts forward policy suggestions to optimize the effectiveness of multi-center cooperative governance from the perspectives of reforming the administrative system and mechanism,perfecting laws and regulations,enhancing the awareness of enterprise ecological responsibility and stimulating the public's actual participation in action.Finally,this paper summarizes the results of this study,illustrates the shortcomings of the study,and puts forward the prospects for further research.The main innovations of this paper are as follows:(1)Most domestic studies mainly demonstrate the necessity and importance of applying the multi-center governance model in the environment,and lack of research on the objectives,modes,contents,cooperation framework and operation mechanism of multi-agent cooperation.This paper mainly studies the details of the specific model between the main bodies of water governance,enhances the operability of multi-center governance theory in water environment governance,and is also a supplement to the practical application of multi-center governance.(2)Some scholars have combined the reality of China with the study of multi-center governance of water environment,but few case studies have been applied to urban water environment governance system.Each region has different policy background and social environment characteristics,and the research on multi-center governance is relatively deficient.Based on the current situation of water environment governance system in Fuyang District,this paper deeply analyses the application of multi-center governance model,puts forward reasonable suggestions on how to optimize multi-center governance in promoting the practical and operational improvement of urban water environment,tries to construct a more suitable water environment governance model for Fuyang District,and at the same time,provides multi-center governance theory for urban water environment in China.The application of environmental governance provides some references.
