Study On The Urban Safety Management Of Gas Stations In The Perspective Of Public Security

Zhengzhou,as the capital city of Henan Province,the core city of Central Plains Economic Region,is undergoing a rapid development and transformation.With its rapid economic development,continuous improvement of traffic condition and continuous growth of motor vehicles quantity,gas station,as an important part of city and supporting facilities of transportation,has become an indispensable part of the people's life.Influenced by many factors such as history,policy and rapid urban development,the gas station management issue in Zhengzhou is becoming more and more obvious,and the most important and key issue is safety.Safety is the eternal theme of mankind and the top priority of all economic activities.Therefore,as general manager of the urban operation and maintainer of the public safety,government needs to conduct a thorough research on how to manage safety of urban gas station,making sure it provides safe and efficient energy service.General Secretary Xi Jinping pointed out: "to implement the accountability mechanism of safety production,direct supervision of administrative departments,comprehensive supervision of the safety supervision departments and local government supervision must be put in place,the principle of ‘business department responsible for safety as well as production department responsible for safety' must be hold,and both party and government should be responsible and jointly undertake management”.Based on the current situation of gas stations in Zhengzhou city and the theory of public safety management,this paper starting with the policy-making and implementation of the safety management of urban gas stations and coordinated governance of multiple departments,incorporating existing issues of poor awareness of safety,incomplete safety facilities and inappropriate implementation of government supervision and enterprise administration in the gas stations of Zhengzhou,discusses how to indeed implement safety management in a safe,convenient and feasible manner,eliminate potential hazard caused by intention or negligence,improve the overall outlook of the safety management of gas stations and provide better public service to society.This paper mainly includes four parts: the first part is introduction,the second part discusses the importance and basic approaches of the safety management of urban gas stations;The third part introduces the current situation and existing problems of safety management of gas stations in Zhengzhou city through field investigation and data analysis;the fourth part puts forward countermeasures and suggestions according to the problems and causes mentioned above.This paper focuses on four basic principles: strict scientific and rational layout,standardized examination and approval according to law,strengthened daily supervision,and enhanced emergency management capability.It explores the methods and measures to improve the safety management level of Zhengzhou city gas station,and puts forward feasible solutions to provide ideas for its safe and stable development.
