Study On The Safety Management Of Bus Operation In Chongqing

In recent years,urban transportation system has gradually improved,and the abundance of public transportation types has increased the attractiveness of public transportation to citizens.In addition,in view of the high efficiency and environmental protection of public transportation,the development of public transportation is the development direction of modern cities.As one of the main ways of travel for citizens,the frequent safety hazards have gradually become a major pain point of social concern,such as the Beijing 375 bus incident,Guangzhou 301 bus incident,Liuzhou 6 bus incident,Guizhou Xingyi bus incident,etc.Events that endanger the safety of citizens' lives and property.The incident of a Chongqing bus crashing into the river caused by a driving dispute on October 28,2018 has aroused widespread public concern.As the main way for most people to travel daily,the huge passenger flow makes public transportation safety an increasingly important factor affecting social stability.In the process of urbanization in our country,the density of urban population has been increasing.Short-distance transportation,especially the frequent public transportation problems in urban transportation,has caused great threats to the safety of citizens and property,and has become a social security governance.Urgent problems to be solved.Therefore,the safety of bus operation has become the focus of this paper.The relevant research in this article is based on the theory of social risk,public safety governance and other theories,public product theory,public crisis management theory,and collaborative governance theory.Multi-dimensional analysis summarizes the problems and their causes exposed by the Chongqing Wanzhou bus crash.Use questionnaire analysis and interview analysis to summarize its operational safety status.Horizontally compare the relevant public transportation safety governance experience of the United States,Japan,and Germany and draw lessons from them.Finally,beneficial thinking and explorations are given for the improvement of public transportation safety management in my country,and five practical countermeasures and suggestions for improving the safety management of public transportation in Chongqing are analyzed and summarized.The article is mainly composed of two parts,namely: introduction and research body.The introduction details the background and significance of the article research,the current research status at home and abroad,and the research methods.The main body of the research is divided into five parts: The first part introduces related concepts,focusing on road traffic safety and its governance main body,content and methods,and at the same time proposes the hidden dangers of urban public transportation and theoretical research related to road safety,such as public products Theory,public crisis management theory,collaborative governance theory,etc.The second part introduces the development of Chongqing public transport and the status quo of operational safety governance,and a detailed understanding of the development history,planning,characteristics,and passenger carrying status of Chongqing public transport,and combines case,questionnaire analysis,and interview analysis to summarize its operational safety status.The third part introduces the existing problems in Chongqing's public transportation and analyzes the reasons for these problems.The fourth part is based on the comparative analysis method,focusing on studying the experience of the United States,Germany,Japan and other countries in public transportation safety governance,and then expounds how Chongqing absorbs foreign experience in public transportation safety governance.The fifth part is countermeasures and suggestions.Through multi-dimensional argumentation and analysis,this compares four different subjects: government,public transportation department,passengers and drivers,respectively,and provides countermeasures and suggestions for improving the safety management of Chongqing's public transportation operations.Starting from theoretical exploration,this research provides relevant suggestions through multi-dimensional analysis of the challenges encountered by Chongqing's public transportation safety,combined with practical experience.The governance of road traffic safety is a comprehensive topic involving all aspects of society,legal system,ethics,and the modernization of government governance capabilities.It is hoped that this research will contribute to the protection of public traffic safety in Chongqing.
