In the research of the disposal options of river oil spill emergency,the rational allocation,distribution and utilization of emergency materials impact the effect of the emergency action directly.In order to achieve emergency proposal economically and efficiently,this thesis studies the material allocation in warehouses under the normal situation and the material distribution in the process of emergency response.After analyzing the accidents,disposal methods,the status quo of material allocation and distribution methods,it is firmly believed that the analysis of material allocation based on accident risk rating is significant to the construction of material warehouses and the determination of their storage capacity.Based on Qingtie second-pipeline 11.11 accident,a comprehensive fuzzy evaluation model of oil spill accident is established,and the Analytic Hierarchy Process(AHP)is used to analyze the risk factors of oil spill accident.According to the characteristics of river environment and emergency response mechanism,the allocation program and calculation formulas for oil boom,oil adsorption boom,skimmer and absorbent are proposed,and the quantitative procedure is written for engineering application.According to the performance characteristics of skimmer and absorbent,the optimization model is established.Meanwhile,the problem of multi-objective programming is accomplished with MATLAB optimization toolbox.Moreover,the material distribution model for multi-supply to multi-demand is established.Considering the uncertainty of demand in oil spill emergency response,a distribution model under uncertainty is studied by using the triangular fuzzy number and solved by introducing the confidence.
