Case Study On Air Pollution Control In A City Under The New Environmental Protection Policy

With the rapid development of the society,regional atmospheric environmental issues characterized by inhalable particulate(PM10)and fine particulate matter(PM2.5)have become increasingly prominent,seriously damaging the health of the people and affecting the pace of ecological civilization.Since the outbreak of atmospheric environmental issues across the country began at the end of 2012,the state's efforts to control air pollution have accelerated,and a series of policies and plans have been issued intensively.In 2013,the State Council issued the Action Plan for Prevention and Control the Air Pollution,and named it: Ten Rules for the Atmosphere.Since then,it can be seen as a key point transition from soot pollution control to compound pollution control.The country's main management methods have changed from controlling the total amount of emissions to regional management and improving air quality.However,the air quality is still facing a serious situation,and the heavy pollution in winter is also still prominent.This means that the ten environmental protection policies of the atmosphere still need to be improved.Taking the air pollution control in city A as an example,this paper discusses the difficulties and problems in the process of air pollution control in city A under the new environmental protection policy.The paper is divided into eight chapters: firstly,combing the current research situation and relevant theoretical basis at home and abroad,and constructing a complete knowledge theoretical framework.Secondly,under the background of the new normal mode of air pollution control,the paper objectively states the management history,the achievement and the predicament of city A.By combing out the typical features of A city's air pollution control in politics,economy,culture and so on,it points out the practical value of the case.Thirdly,the paper makes a detailed analysis of the problems in the governance process caused by the political,economic and cultural constraints in city A.First,the paper analyzes the cooperation mechanism and states the concrete manifestation and influencing factors of the weak cooperation mechanism.Secondly,the paper analyzes the main body of governance and states the concrete manifestation and influencing factors of the simplification of the main body of governance.Thirdly,it analyzes the policy tools and states the concrete manifestation and influencing factors of the simplification of the policy tools.Finally,based on the analysis of the above theories and the case,the conclusion is obtained: to build a cooperative governance mechanism,create a multi-articipation governance body,build a multi-dimensional policy governance tool,and summarize and prospect the research conclusion.Based on the air pollution control model under the new environmental protection policy,this paper analyzes the specifi practices of city A in the process of air pollution control by means of literature research and case studies,summarizes experience and shortcomings,and puts forward some improvement plans for the problem.Not only providing a reference for city A in the future in the process of governance,but also for other areas in China to carry out air pollution control has a certain reference significance.
