Study On Water Pollution Control In Dongguan From The Perspective Of Multiple Subjects Participation

Dongguan has been a highly developed private economy in China.Its economic pillar industries,such as electronic information manufacturing,papermaking,food and beverage processing,are all highly polluting industries.For a long time,the problem of water pollution in Dongguan has been very serious.Dongguan has encountered many problems of water pollution.In 2012,the large dead fish event in Dongguan pine storehouse and the drinking water events in Dongguan Province in 2017,all of which brought serious panic to the residents.In the second half of 2015,the Dongguan municipal government began to pay a full attention to the problem of water pollution and invested huge capital and a large amount of government resources to control water pollution.Therefore,this paper chooses Dongguan as the research object,and understands the status quo of Dongguan municipal government in water pollution control by means of data from Dongguan Water Affairs Bureau,environmental protection bureau and questionnaire.The results show that,although the government has made a lot of efforts and invested a lot,there is still a big gap between the effect of water pollution control and the public expectation.In view of this,this paper analyzes the causes of insufficient government behavior from the perspective of politics,economy and system.With the help of dynamic game theory and network governance theory,it seeks a low-cost and efficient way of water pollution control for Dongguan municipal government.In the first part,the research background,significance,research status and ideas at home and abroad are expounded,and the research features of the full text are introduced.The second part defines the concepts of water pollution control and government behavior,and puts forward the theoretical basis of water pollution governance-evolutionary game theory and network governance theory.The third part,taking literature review and questionnaire survey,to understand the current situation of water pollution and government governance in Dongguan,and summarize the public opinions on government behavior,so as to understand the current situation of Dongguan government’s behavior in water pollution control.The fourth part analyzes the shortcomings of Dongguan municipal government in water pollution control.It points out that although the government has acted positively but its effect is not good,the reasons behind it are analyzed from 3 aspects:politics,economy and system.In the fifth part,according to the theory of network governance and the interests of multiple subjects,it puts forward some countermeasures and suggestions for the government of Dongguan city to carry out water pollution control with low cost and high efficiency.
