China's tobacco companies,under the protection of tobacco laws and regulations,have maintained a good economic benefit relying on Tobacco Monopoly for a long time.However,the situation mostly benefits from the government policies but not the running system,mechanism,or management capacity.The macroeconomic environment in which Tobacco companies set determines the backward and conservative management of tobacco companies,which has become an important factor hindering the further development of tobacco companies.This paper,based on an analysis of the current situation of human resources of the state-owned tobacco industry in Sichuan Province,systematically explores how Sichuan tobacco industry builds an effective incentive mechanism which fits for the modern enterprise system under The monopolistic business model,which will enable the tobacco industry to fully mobilize the enthusiasm,imitativeness and creativity of the human resources,and encourage human to be fully effective use of human resources,to enhance their sense of responsibility,belonging and happiness,so as to improve the management of modern human resources,and promote the sustainable healthy coordinate development.This thesis explores the tobacco enterprise employee motivation program under the monopoly mode compatible with the modern enterprise system by analyzing the state of Sichuan the tobacco commercial enterprises(hereinafter referred to as the Sichuan Tobacco)Human Resource Management System.The effective employee motivation program proposes people-oriented management philosophy,and would making full use of incentives to maximize work enthusiasm,initiative and creativity to enhance their sense of responsibility,the feeling of belonging and happiness sense,so as to enhance the overall level of the modern tobacco enterprise human resource management,and propel tobacco industry sustained and healthy development.This paper falls into five chapters.Chapter 1 is introduction,describing the background,the purpose and significance,and the framework and major research methods.Chapter 2 introduces the related concepts and incentive theory.Incentive theory has been researched for a long period,and divided into a lot different schools.This chapter comprehensively introduces Maslow's level theory of needs which is the theoretical basis for building Sichuan Tobacco employee motivation program.The main content of Chapter 3 is a comprehensive introduction to Sichuan Tobacco industry,including the market and social environment,the development strategy in "Twelfth Five-Year" period,and the Sichuan Tobacco human resources status quo.Chapter 4 carried out a more detailed analysis of Sichuan Tobacco employees' incentive status and problems.Chapter 5 proposes a systematic employee motivation programs for Sichuan Tobacco industry,including six aspects:employee motivation principle,employee motivation ideas,dimensions of employee motivations,the main forms of motivation,differentiation of employee motivation means,and employee motivation safeguard.
