The Research On The Spatial Correlation Of Environmental Pollution And Energy Consumption In Shangdong Province

The energy consumption of Shandong province is mainly based on the coal with high pollution and high emissions for a long time,and the energy consumption ranks first in our country,much higher than the national average.We are faced with the increasingly serious environmental problems due to the inefficient consumption of large amounts of energy,the fog and haze appeares frequently.Due to various factors such as the resource endowment,industrial structure and technical level,the scale and structure of energy consumption are different in the prefecture-level cities of Shandong province,and then bring different degrees of environmental pollution problems.The cross-border pollution caused by the development of industry and trade diversion and the spillover of public policies make the correlation further enhanced.Therefore,in order to effectively solve the problem of environmental pollution.we should control the consumption of energy and the adjustment of industrial structure at the same time,consider the impact of the policies to the adjacent regions,and strengthen the joint prevention and control work.Based on the public goods theory,the externality theory and the spatial correlation theory,we have explained the problem that how the behavior of government,enterprise and individual lead to environmental pollution,and we have detailed the relationship between the environmental pollution and the energy consumption,the level of economic development,FDI,the transportation structure,the technical level,the population density respectively.It can be seen that the environmental pollution of Shandong province is far higher than the national average,and present certain spatial correlation,the consumption of energy is the important factor which causes the poor environment.in order to measure the level of environmental pollution comprehensively,we calculate the environmental pollution level around the city in Shandong province by using the entropy value method,We can see that the overall environmental quality condition of Shandong province is on the decline,the environmental quality of Jinan and Zibo City is the worst,and the environmental quality of surrounding area is also poor.It confirms that there is a association of environmental pollution between regions.We have verified the spatial correlation of environmental pollution in Shandong province from statistical perspective by using the Moran's I index.We furtherly explore the related influencing factors of environmental pollution by constructing spatial econometric model.The regression results of Spatial Durbin Model based on inverse distance weight matrix show that the environmental quality has a significant promoting role between adjacent regions.the scale of energy consumption have a significant positive impact of environmental pollution on the region and adjacent areas,the structure of energy consumption have a significant positive impact on the environmental pollution,but significant inhibitory effect on neighbouring regions.the environmental pollution is a "U" curve relationship with economic development,and most areas did not achieve the "decoupling" of the development with the pollution,the foreign investment improve the environment quality conditions of the region and its surrounding area to a certain degree,but lack of effective radiation,and we also verified the "pollution haven" hypothesis is not established in Shandong province,the transportation structure is an important factor of the environmental pollution in Shandong province,and R&D investment in Shandong province should pay more attention to the green technology innovation rather than production technology progress,and the spillover effect of technology is significant,the effect of population density on environmental pollution in Shandong province is not significant.To solve the pollution of environment,and achieve the harmonious development of energy consumption and environmental quality,as well as the Linkage effect between the various regions,we should promote the cross-regional defense and control in Shandong province,and strengthen the regional cooperation,pay more attention to the green technology innovation,optimize the structure of energy consumption,actively introduce foreign capital,realize the industry to upgrade with transition,attach importance to the market and economic means,constantly improve the awareness of environmental protection.
