Since the western development strategy was carried out from 2000,the western had made rapidly development.Infrastructure construction,ecological and environmental protection have made significantly progress.The development of agriculture face big challenge due to fragile ecology that were caused by serious natural environment and human factors.Under the back ground of low-carbon and sustainability,when agricultural produce carbon emission is restrained,it is important to study the impact of agricultural production efficiency and the factors affecting the production efficiency.Both studies are helpful for the switch of agricultural growth modern,the development of low-carbon agriculture,ecological civilization construction.Paper first introduces the research background and purpose,makes a literal review from the aspects of agricultural emission,agricultural productivity and low-carbon agriculture.Then the article reviews and summarizes relevant important concepts and theories to ensure the basis in research.Next the paper constructs the carbon emission constraints model to calculate the agricultural productivity and decomposition from 2005-2014 in western region.Based on the calculated data,it is deeply explored agricultural productivity growth sources,temporal evolution rules and characteristics of provincial differences.Lastly the article analyzes the influential factors of agricultural growth under three carbon emission constraints,and gives some suggestions for the low-carbon agriculture development in western region.Generally speaking,agricultural productivities all improve under considering three types of carbon emission from the characters of productivity and decomposition and temporal evolution rules during the sample period.Agricultural technology efficiency increase with the enhanced constraints every year and the tendency decreases in fluctuation,but is bigger than one.Agricultural frontier technology index changes smoothly and its trend is similar.Under three types carbon constraints,the value of agricultural productivity growth are same or similar through the provincial differences analyzing in 11 western provinces.Those show that implementing carbon emission constraints not only have no influence for total value of agricultural output but also achieving environmental protection.The biggest changing of agricultural technology efficiency is Guizhou,the following is Chongqing and Yunnan.The more carbon emission constraint is strict,the more helpful it would be for agricultural technology efficiency enhancing in above provinces.Main factors that influence theagricultural productivity are different under different intensity of carbon emission constraints.Developing low-carbon agriculture in western region need to pay a attention to the agricultural public investment,strenthen the basic education,improve farmer qulity,construct low-carbon agriculture demonstration zone.
