Research On The Governmental Regulation Of Construction Waste Recycling

In recent years,with the acceleration of urbanization process in our country,the construction waste was the explosive growth,and with the practice of the concept of cyclic economy and the deepening scientific and technological research,resource value of construction waste has become increasingly prominent,many cities also use the resource of construction waste as one of the important goals of environmental protection and social development.However,at present,the resource management of construction waste in our country is mainly responsible for the government,in the aspect of government regulation,the control system is imperfect,coordination between regulatory bodies,weak regulatory power and so on.Therefore,how to improve the utilization of building and governmental regulation level of construction waste recycling waste rate,reduce pollution and unnecessary damage to the environment,has become one of the most important task of China's current practice of circular economy.Shanghai is at the forefront of the construction waste disposal and resource management in China,therefore,this paper focuses on the construction of Shanghai waste recycling of the whole process of control means,characteristics and the main problems,and finally put forward the improvement of China's construction waste resource control countermeasures.The article is divided into three chapters to analyze and research: the first chapter is a basic overview of China's construction waste recycling.On the one hand,this chapter introduces the related concepts and the significance of construction waste recycling and management policy of the construction waste resource of our country's existing laws and regulations as well as part of the city to sort out;on the other hand,introduces the general situation of the current construction waste resources in Shanghai City,pave the way for the next chapter of the research on the status quo of Shanghai construction waste resource control.The second chapter is focuses on the Governmental Regulation of Shanghai city Construction Waste Recycling,introduced the main control of current construction wastes in Shanghai city and the control means.In addition,introduce Shanghai city relatively perfect control system and summarized the current existing problem in the Governmental Regulation of Shanghai city Construction Waste Recycling.The third chapter puts forward some suggestions on how to improve Shanghai's governmental regulation of the construction waste recycling.Through the combination of Germany and Japan in the governmental regulation of construction waste resources experience to promote the construction waste resources of the ability of governmental regulation.Demonstrate from four aspects of perfecting the legislation,improving the existing system,constructing the relevant system and implementing the incentive system,in order to improve the efficiency of government regulation,reduce the cost of government regulation,and promote the work of building waste resources.In legislation,special laws of construction waste of resources as soon as possible,to promote the construction of the construction waste resource standard system,strengthen the government's responsibility of control;in the control system design,but also the need to strengthen supervision in all aspects,the introduction of incentive policies to promote the healthy development of construction waste recycling industry.
