Based on the guidance of the State Council on Gansu's economic development and the development strategic layout of the "12th Five-Year" and "13th Five-Year" national economic and social development outline,this paper summarize the industrial development plan of Qingyang city,determines the development strategic direction and layout of the oil and gas industry,and designs the future development situation of the production industry.Moreover,based on the current industrial structure of Qingyang?seven counties and one district?,this paper has conducted field investigation and research analysis of the atmospheric environment in Qingyang.According to the monitoring data of the main atmospheric pollutants in the study area,SO2 and NOX are selected as the main evaluation indexes,and the status of the atmospheric environmental carrying capacity is evaluated and analyzed by the A value method.In order to coordinate the contradiction between the existing development scale and the carrying capacity of resources and environment in Qingyang,the development scale and the carrying capacity of the resources and environment is coordinated by using the scenario model method,which will promote the adjustment of the economic structure,optimize the distribution of productivity,change the way of development and achieve sustainable development in the western region.The main results of this paper were obtained as follows:?1?according to the existing industry technical level,SO2 and NOX only consider the environmental carrying capacity of Qingyang city in 2020,under the condition of low speed development capacity is 29.6%,overloading of the county as a county,Zhengning,Heshui County;the speed of development,air bearing capacity 34.9%,overloading County,Zhengning,Heshui,Ningxian County;high-speed development,large gas capacity of 47.9%,overloading County,Zhengning,Heshui,Ningxian County.Qingyang city in 2025 under the condition of low speed development capacity is 49.1%,super serious overload the county as a county for serious overloading of Zhengning,Heshui County,county,overload Ningxian;the speed of development,the air bearing capacity of 60.2% super serious overloading County,Zhengning,Heshui,Ningxian are the county,super serious overloading County,Zhengning,Heshui,Ningxian are the county in overload the development of high speed;under the atmospheric capacity of 60.2%,is over 60% the city's environmental carrying capacity of Qingyang County,Zhengning,Heshui,Ningxian County,super serious overloading.?2?with the development of cities and towns,industrial agglomeration and the development of parks,the spatial distribution of SO2 and NOx emissions varies greatly.It is expected that in 2025,the 1/2 of the counties in Qingyang region will be overloaded with the environmental carrying capacity.The main overloaded areas include four counties,namely,Heshui county,Zhengning County,Huan County,and Ning county.The new emission of SO2 and NOX of environmental pollutants in Heshui county and Zhengning county mainly comes from the coal and electricity industry in the industrial planning.The main pollutant sources of Huan county come from the coal and electricity industry and the building materials industry?cement production?in the industrial planning.The newly added emissions in Ning county are mainly the coal and electricity industry,the building materials industry?cement production?and the metal metallurgy?electrolytic aluminum?industry.The total volume of pollutant discharge increased significantly,which was seriously overloaded.In areas where the capacity of atmospheric environment is overloaded and the carrying rate is close to the critical value,we should focus on the optimization of industrial layout,the rational control of the scale of the industry,and the strengthening of the "project emission reduction" of the air pollutants.?3?The existing urban air pollutant emission enterprises in Qingyang are still mainly targeted to reduce emission,and the new enterprises should be built within the industrial parks.The distribution in the region should be balanced,and the available land planning industrial parks in each county shall be fully utilized.In the period of "12th Five-Year" plan and afterwards,the planning and construction of the thermal power plant,cement plant,metal smelting and so on should be arranged in the outer area of the urban area,that is,the new industrial park on the available land outside the urban planning area.The new industrial park area should be far from the existing urban planning and construction area.Moreover,the new industrial park should be far away from the existing urban planning and construction area and industrial area,and no longer build enterprises with exhaust emissions in the existing urban planning area.Otherwise,Qingyang will quickly consume it environmental capacity,and the environmental air quality of some counties will be difficult to bear.It will bring serious environmental pollution and the quality of urban environment is difficult to guarantee.
