With the rapid development of China's economy,the ecological environment is facing new governance issues,and the ecological governance mechanism is also moving forward.Promoting cross-regional ecological governance and joint marketization are new ideas and measures under the further promotion of regional ecological governance reform.How to implement cross-regional governance for policy formulation and overall governance in response to the deterioration of the eco-environment,and to establish a cross-administrative regional governance linkage mechanism has become a new topic for the current academic research.This paper takes the development of China's ecological civilization and the gradual progress of cross-regional governance and linkage marketization as the background.From both theoretical and empirical perspectives,it studies the effectiveness and problems of the linkage and marketization of cross-regional eco-environmental protection in the Erhai Lake Basin.In terms of theory,the theoretical guidance for the marketization of governance linkage is mainly from the perspectives of externality,transaction cost,goods and cooperative game theory,and the feasibility and necessity of marketization of governance linkages are pointed out.On the empirical side,it is found that the pollution discharge and economic development in the Erhai Lake Basin basically conformed to the development trend of the Kuznets curve through regression fitting.Then through the research and comparison of the successful programs of cross-regional eco-environmental protection governance in developed countries such as the United States,the United Kingdom,and France,the paper summarizes the existing experiences of foreign eco-environmental governance linkages,financing channels,and advantages of multiple entities.Taking the management of ecological environment protection in the Erhai Lake Basin as a case,it combed the ecological environmental protection governance process in the Erhai Lake Basin.Basing on the understanding of current ecological management of the Erhai Lake Basin,the government,the enterprise,the public,and other entities bring forward the linkage between multiple entities participating in governance.From the perspectives of fund requirements for ecological governance,specialized operations,governance efficiency,and industrial upgrading,the governance and linkage market is proposed.Finally,combining the four main bodies and the four major factors,it proposes to formulate the Erhai Lake Basin ecological management plan from the aspects of the cross-regional ecological governance construction linkage mechanism,the choice of market-oriented tools,and the upgrading of the industrial structure.The main part of the article is divided into six parts.The first part introduces the research significance and background,literature review,research methods and content.The second part defines the concepts of cross-regional governance,linkage,and marketization of ecological governance,and introduces related theories such as externality theory,public product theory,transaction cost theory,and cooperative game theory.In the third part,a case study will be conducted on current situation,achievements and problems of the linkage of ecological governance in the Erhai Lake Basin.The fourth part summarizes the successful case of overseas cross-regional ecological governance linkage.The fifth part puts forward the countermeasures of advancing the linkage and marketization of the governance and better protecting the ecological environment of the river basin in the view of the problems of insufficient linkage of governance,lack of marketization,and insufficient diversity of the ecological governance of the Erhai Lake Basin.The sixth part is the research conclusion and prospect.
