Air pollution has brought enormous challenges to national development,social progress,urbanization and the people's happy life.Air pollution control has become a major problem that the country needs to solve urgently.In the process of controlling air pollution,the characteristics of air liquidity,unboundedness and spillage exacerbate the complexity of atmospheric environmental governance processes,and at the same time form an association in regional space,which determines that air pollution requires cross-domain coordination Governance.Due to the special public product of the atmosphere,the collective action dilemma of information asymmetry and high transaction cost is faced in the process of governance.Then,the status of atmospheric governance and the measurement of atmospheric governance performance,the policy text becomes an effective tool for quantifying the status quo of governance.The research scope of this paper is selected as the Chengdu-Chongqing City Group.The research object is 254 pieces of text data on atmospheric governance policies collected through the government's official website.The policy quantitative analysis method is used to analyze the time trends of the city groups and the policy issuing organizations.The change of the governance subject,the cooperation network of the government departments involved in the municipal policies to explain the expansion of the governance boundary,and analyze the changes of governance tools and means according to the policy form,policy objectives and implementation approaches.Objective and visualized empirical analysis can be carried out through policy quantification,so as to supplement,verify and improve the qualitative research judgment of air pollution control status.The study found that the traditional governance model of cross-regional air pollution has the main body of governance as the carrier of local governments at all levels,and the participation of social entities such as enterprises and the public is insufficient,showing the characteristics of simplification and centralization;the governance boundary still exists in localized management,although cross-regional cooperation The willingness to govern is obviously strengthened,but the performance of cooperation is not good;the governance tools are mainly based on command and control,market-oriented and public participation,and the governance methods are limited,especially the social governance and the practice of the common governance of the whole people are still lacking..At the same time,through a deep description of the government's inter-departmental air governance cooperation network,the use of policy network analysis thinking has carried out a profound study of inter-governmental relations.The research value is not only to clearly understand the status quo of inter-governmental relations in cross-regional air pollution control,but also to propose a new index of policy literature and network analysis methods for observing government sector activities.Based on the consideration of the above problems,this paper innovatively proposes the optimization path of the new model of precise governance and governance system,and provides some countermeasures and suggestions for the coordinated management of cross-regional air pollution.First of all,it is required to strengthen the "internal and external" coordination between the government and enterprises and the "participation" coordination between the government and the public,in order to achieve a good situation of co-governance of multi-agents of air pollution;secondly,improve institutional incentives and enhance cross-regional cooperation.Motivation,reduce the cost of transactional cooperation,and enhance the willingness to cooperate across departments,in order to achieve coordinated management of air pollution cross-border networks;finally,with ecological governance and big data policies as the traction,form an open and shared construction pattern,with particular emphasis on mining data-value organizations And to cultivate,operate and innovate,in order to achieve a new pattern of air pollution data driven collaborative governance on the means of governance.
