Comprehensive Evaluation Of Green Development In Anhui Province

While the industrial civilization has brought high economic growth,the problems associated with high resource consumption and high environmental damage have also become increasingly prominent.Human reflection has prompted economic development values to begin to change,and the concept of green development has been proposed.In March 2016,the "Thirteenth Five-Year Plan(2016-2020)Outline for National Economic and Social Development of the People’s Republic of China" was issued,and "Green Development" was formally put on the agenda with one of the five major development concepts.A major change that has a bearing on China’s overall development has begun.In this paper,the subject of green development,taking Anhui Province as an example,carries out a comprehensive evaluation of the effectiveness of green development.First of all,this paper sorts out the relevant theoretical concepts of green development concept,and defines the connotation and significance of green development in the context of the times.At the same time,green development has its own ideas,methods,and goals.It needs both development and green,and it is a comprehensive and coordinated development that takes into account the development quality and development benefits.For the current Anhui Province and even China as a whole,this is the general trend under policy guidance,and it is also the consensus of top and bottom.With a clear theoretical definition,this paper further develops a comprehensive evaluation of the level of green development from the level of indicators related to green development.Considering that the level of green development includes the comprehensive development level of economy,energy,environment,society,and life,this article incorporates as many relevant indicators as possible into the green development evaluation system.Based on previous research,the definition of green development includes four.There are 28 research indicators in each level(ecological environment,economic development,planning management and social life).Firstly,the entropy weight method was used to determine the index weights,and then comprehensive evaluation was conducted.The evaluation scores of the development levels of 16 cities in Anhui Province were obtained,and further rankings and comparisons were made.Time trends and geographical differences were analyzed from two dimensions: time and space.The results show that the level of green development in Anhui Province has maintained overall growth in recent years,but the regional differences are obvious,and there are places where the development of various indicators is uneven.There is still much room for improvement and promotion space.In addition,from the nonparametric perspective,this paper takes input and output as the starting point,and uses the SBM model of data envelopment analysis to study the efficiency of green development in Anhui Province.As a result,it was found that the scale of compensation has a greater impact on the efficiency of green development in Anhui Province,and there is still room for improvement in efficiency.As a whole,the level of green development efficiency in Anhui Province performed in a general way and even showed a declining trend with time.Overall development efficiency is not optimistic.From the perspective of the efficiency values of each city,whether it is the comprehensive efficiency(CRS)under constant scale returns,or the purely technical efficiency(VRS)or scale efficiency(EC)with variable scale returns,16 prefecture-level cities in Anhui Province There is a great difference in the efficiency of green development between regions and there is obvious regional heterogeneity.Looking at the results of the above arguments,the paper further links the level of green development with the efficiency of development.It is found that although the overall level of green development in Anhui Province is on the rise,the efficiency of green development is constantly declining,and individual cities are showing high levels of inefficiency.The phenomenon of inconsistent levels of green development in Anhui Province is a sign of the mismatch between the level and efficiency,indicating that the development plan of Anhui Province is irrational.When pursuing the development level,it should also consider the improvement of efficiency.Through the above analysis,we can have a clear and complete understanding of the current state of green development in Anhui Province.At the end of the article,the author points out the shortcomings of Anhui’s green development and further finds the factors affecting its development.It explores how to more effectively accomplish green development,and provides targeted policy recommendations for the future planning of Anhui Province.A road for efficient and green development in Anhui Province.
