Although China is a large agricultural country,it is still a developing country with relatively lagging agricultural production methods.There are still a series of common problems such as irrational agricultural structure,low production efficiency,non-point source pollution,waste of resources and continuous deterioration of the ecological environment.Severely affect the sustainable development of agricultural social,economic and environmental benefits.In recent years,the Party Central Committee and the State Council has successively put forward major strategies such as“ecological civilization construction”,“One Belt and One Road”,“precise poverty alleviation”and“rural rejuvenation”,which have ushered in new development opportunities for agriculture.agricultural Sustainable development is an important vehicle for achieving these strategic goals.Therefore,it is very important significance that Clarifying the status quo and existing deficiencies of agricultural development and proposing coping strategies for achieving strategic goals such as rural revitalization.Based on the existing literature,this paper task was to take Gansu Province's agricultural development from 1997 to 2017 as the research object.Firstly,constructed a comprehensive assessment of the indicators for agriculture population,resources,economy,society and environment system of Gansu province,by using the entropy weight method to analyze the level of agricultural sustainable development of agriculture systems.Secondly,the coupling coordination model and the DEA model were used to further study the constraints of agricultural development from the perspective of coordination among agricultural systems and internal resource allocation.Finally,on the basis of the above research,the SWOT analysis method is applied to propose a sustainable development strategy for agriculture in Gansu Province.Main conclusions are as follows:Firstly,through the entropy weight method,the sustainable development level of Gansu Province's agriculture is continuously improving,and the overall level is progressing in an orderly manner during 1997 to 2017.Among them,agricultural resources,economic and social systems have a high level of sustainable development and play a leading role;The sustainable development level of agricultural population and environmental system fluctuated year by year,and there was a lagging development trend,which gradually became the bottleneck and constraint factor for sustainable agricultural development in Gansu Province.Secondly,through the coupling coordination model,the coupling degree and coordination degree of agricultural population,resources,economy,society and environment system in Gansu Province fluctuated from 1997 to 2017,but the overall level is still in the stage of low level coupling and slight imbalance;The coupling and coordination between subsystems show the differentiation characteristics of stage and“scissors difference”,and the internal coordination mechanism of agricultural system needs to be improved.Thirdly,through the Input-C~2R and Input-BC~2 models of DEA,it can be seen that the overall agricultural efficiency of Gansu Province was on the rise state of volatility year by year from 1997 to 2017,but the overall performance was still non-DEA effective state.From the perspective of agricultural pure technical efficiency,scale efficiency and optimization potential,the pure technical efficiency of agriculture showed a“U-shaped”change,and the agricultural scale efficiency was“inverted U-shaped”.The potential for optimization of agricultural input factors was large,and scale efficiency can be seen.It was a key factor in improving the efficiency of agricultural production in Gansu Province,and the structure of agricultural input elements needs to be optimized and adjusted;From a provincial perspective,Gansu Province's agricultural production efficiency was the second lowest in the country in2017,and agriculture was at a serious lagging development level.Fourthly,based on the above research conclusions,the SWOT model was used to put forward six strategies for achieving sustainable development of agriculture in Gansu Province:1)optimizing the agricultural industrial structure and accelerating agricultural and rural development;2)transforming agricultural production methods and improving agricultural production efficiency;Promote the utilization of agricultural waste resources and protect the ecological environment;4)increase publicity and marketing efforts to enhance the competitiveness of agricultural products market;5)improve agricultural infrastructure and improve comprehensive agricultural production capacity;6)strengthen scientific and technological innovation and talent support.
