Both of the water quality and quantity are impact national stability?social development and human life directly,and the society development and stability must be based on the strategy of sustainable development.In order to realize the target of water resources,sustainable utilization,it's inevitable to strengthen the management in water resources and water environment.In addition,water assessment is the base for rational allocation and administration of water resources.In this paper,comparing the relevant researches at home and abroad,combining with the existing problems in management of river pollution and groundwater in China,and then proposing the future directions of joint evaluation of water quality and quantity,as well as the management in surface and groundwater.The main contents are as follows:(1)Assessment of water quality and quantity:A large number of research data show that there are serious problems of water resources in the plain-area of Hai-he River Basin,the shortage of water and water pollution are aggravating,besides,the exploitation of the groundwater become more serious.This paper will evaluate water quality and quantity in the center(Beijing plain area)of Hai-he River Basin.? the grey correlation evaluation method is used to evaluate the surface-water quality and groundwater quality,which can reflect the relationship between small sample data perfectly,and more practical for the case of less data.? this paper puts forward a concept of joint evaluation of water quality,water quantity of surface and groundwater.Aiming at this whole system,a comprehensive structure of evaluation is established,using the theory of extension to evaluate the overall safety-degree of the whole system.(2)Management of river pollution:Based on the water pollution problem of Shaying River in Huai-he Basin,selecting the main pollution items-CODMn.Then,both the concentration with total amount of CODMn into river are analyzed.And the concept of control in total amount and concentration of pollutants into the river is proposed.According to the mostly unfavorable conditions,considering concentration and the total amount into river,a set of evaluating scheme and controlling model is put forward,and the contradiction in control of the pollutants' concentration and pollutants' amount is discussed.(3)Research on the exploitation and utilization of groundwater:Taking the typical arid areas of Xinjiang as example,from three aspects of life?production and ecological to forecast the water requirement and count the water supply in different years,and based on the analysis of the supply and demand balance,the water shortage in every year and the maximum water shortage in the all months are calculated.According to the theory of groundwater balance,it is concluded that there is a serious over-exploitation phenomenon in this area.If it can't be stopped in time,the ecological environment of groundwater will be further deteriorated.In this paper,the ecological problems related to the environment of groundwater,groundwater exploitation and the distribution of groundwater resources are considered.Finally,a set of plans for the sustainable utilization and management of groundwater are proposed.
