The 13 th Five-Year Plan has taken "reducing the income gap" and "improving the overall quality of ecological environment" as the goal of building a moderately prosperous society at the same time.So,is there any dilemma between them in China? Clarifying the impact will provide an important basis to accurately grasp the policy.Most of the existing literatures start from the microscopic and urban-rural perspective to study the impact of economic disparity on environmental pollution.This article from a new perspective,focuses on the analysis of economic disparity inside regions on the impact of environmental pollution.First of all,from four different theoretical perspectives,the theoretical assumption of this paper is proposed.Second,the panel data from 1997 to 2015 in 24 provinces(cities and districts)of China is used to study with measuring pollution by the total amount of carbon emissions and carbon emission intensity,using the combination of dynamic and static method from the national and sub-regional perspective respectively.The results show that there are environmental Kuznets curves of total carbon emission and carbon emission intensity nationwide after controlling the relevant variables.Some provinces have reached the per capita income point.At the same time,the widening of the economic gap inside regions is not conducive to the improvement of environmental quality.According to the geo-standard estimation results,the environmental Kuznets curves exist in the eastern,central and western regions of China.However,the impact of the economic disparity inside regions on the environmental pollution is not significant in the western region,and there is a regional difference in the influence of the eastern and central regions,which is closely related to the selected pollutant index.The result of the further classification according to the level of per capita income supports the above conclusion: for areas with high per capita income,the widening economic disparity in the region is more damaging to the environment than in other regions.At the same time,this paper also finds the fact that environmental pollution is affected by other factors at the same time.Based on the theoretical and empirical analysis,the article puts forward some relevant policy suggestions: First,to change the mode of economic development and gradually improve the environmental legislation;Second,to narrow the regional economic disparity and achieve balanced and coordinated development;Third,to actively carry out scientific and technological innovation and change the industrial development model;Fourth,moderately increase environmental control efforts and vigorously build a green city.
