Study On Risk Sharing Of PPP Project In Yunnan Environmental Protection Industry

In the context of the new urbanization,the central government has made it clear that it should actively promote the PPP mode of government and social capital operation.This model can broaden the financing channels to a certain extent,thus alleviate the financial pressure of the government and promote the transformation of government functions.The effective feature of the PPP project is the alliance model between the government and the private enterprise,which is the responsibility and risk to reduce the risk.The paper aims at the theoretical and empirical analysis of the PPP project risk sharing and game theory in Dali Erhai Lake,Yunnan province.The main research contents include the following aspects:(1)Firstly analyzes the thesis research background and the necessity,and then to the PPP mode and the environmental protection industry nouns such as concept definition,and then analyzed the PPP model study of relevant literature review,including the latest research results and conclusions at home and abroad.At the same time,the paper also expounds the methods used in the research of PPP project.This chapter finally analyzes the innovation and shortcomings of the article.(2)The second part of the article content is still the theme of environmental protection industry the PPP project risk sharing related theory,including the public product theory,the project distinction theory,information asymmetry theory,risk sharing theory and evolutionary game theory,and so on.(3)The present situation of the development of environmental protection industry in Yunnan province and the present situation of investment and financing are analyzed.It is followed by the analysis of the development of the PPP project in Yunnan province to the development of the PPP project of the environmental protection industry in Yunnan,and then the general and special risk factors of the PPP project in the environmental protection industry of Yunnan province are identified through the summary of the specific PPP project.Finally,the principle and process of risk sharing in PPP project of Yunnan environmental protection industry is analyzed.(4)The case and the model are combined to analyze the PPP project in Erhai Lake,Dali,to promote the risk sharing of the PPP project in the whole environmental protection industry in Yunnan province.First,the risk sharing subject is defined,and then the risk points under the three party incomplete information conditions of the government departments,the private sector and the financial institutions are constructed.Taking the game model to carry on the risk sharing analysis,through the conclusion of the game model,it gives the thought of the risk sharing of the PPP project around the lake in Erhai Lake,Dali,and provides the pertinence and the overall suggestion to the risk sharing of the PPP project in the environmental protection industry of Yunnan.By means of theoretical exposition and simulation modeling,the paper analyzes the risk sharing law of PPP in the pollution project of Erhai Lake around the lake in Dali,which can help environmental protection industry projects to regulate a reasonable distribution mechanism,help the government,private sector and financial institutions to prevent and resolve risks,and improve the overall PPP project of environmental protection industry.It also provides reference for PPP project's risk and return.
