Study On The Comprehensive Evaluation Of Eco-environmental Quality In Hangzhou

Along with the rapid advance of urbanization of Hangzhou,the city's economic and social levels in received a significant boost also resulted in the worsening of ecological environment at the same time,the high speed of urban economic and social development and population increasing in the limited resources and the contradiction between social and economic development,the ecological environment problem increasingly prominent.the 12th party congress of Hangzhou proposed a"unique flavor another wonderful"world city,which is the future development of strategic positioning.At the same time,the 13th five-year plan of Hangzhou proposed the development goal of more beautiful ecological environment.Urban ecological environmental quality comprehensive assessment is for the purpose of the city's ecological environment comprehensive situation gives a reasonable evaluation,find problems in the process of ecological environment construction,to better promote the coordinated development of urban economy,society and ecological environment.This paper takes Hangzhou as the research object.Firstly,the status quo ofecological environment and its changing trend in Hangzhou were evaluated from2005 to 2015.Ecological province,city and county of ecological environment in the country,on the basis of the evaluation index system,combining with current situation of the development of Hangzhou and the urban ecological environment comprehensive evaluation of the literature at home and abroad,the Hangzhou city ecological environment quality comprehensive evaluation index system is divided into three subsystems,natural,economic,social and eight elements,namely ecological balance,environmental quality,environmental governance,economic level,economic structure,population,life quality,social justice layer and SO₂ annual average concentration,PM_2.5.5 concentration,NO_X reduction rate etc.43 specific indicators;The index weights calculated by IAHP and entropy method are combined together as the final index weight values of the evaluation of this paper.Using AHP to evaluate the quality of ecological environment in Hangzhou from 2005 to 2015,the evaluation results are as follows:?1?from 2005 to 2015,the result of comprehensive evaluation of ecological environment quality in Hangzhou shows that the overall ecological environment quality of Hangzhou has a good development trend from 2005 to 2015.Hangzhou ecological environmental quality comprehensive index rose from 0.502 in 2005 to0.952 in 2015,from 2005 levels by 2010 for the first time reached secondary to reach the standard level for the first time in 2014,Hangzhou ecological environment quality of sustainable development by the weak into the general to the strong,natural,economic,and social ecological system coordinated development to a more coordinated by less to highly coordinated.?2?from 2005 to 2015,the natural ecosystem index of Hangzhou has been developing trend of wave.On the whole,the natural ecosystem index rose from 0.565in 2005 to 0.955 in 2015,but from the perspective of local natural ecosystem index rose from 0.565 in 2005 to 0.625 in 2006,down from 0.625 in 2006 to 0.616 in 2007,up from 0.616 in 2007 to 0.779 in 2010,down from 0.779 in 2010 to 0.751 in 2011,up from 0.751 in 2011 to 0.843 in 2012,down from 0.843 in 2012 to 0.761 in 2014,up from 0.761 in 2014 to 0.955 in 2015.?3?from 2005 to 2015,the index of the economic ecosystem in Hangzhou showed a steady uptrend,with the economic and ecosystem index rising from 0.436in 2005 to 1.028 in 2015.?4?from 2005 to 2015,the index of social ecosystem in Hangzhou showed a steady uptrend,and the social ecosystem index continued to rise from 0.457 in 2005to 0.837 in 2015.Secondly,through to the Hangzhou city from the year of 2005 to 2015,the ecological environment quality comprehensive evaluation results,find out problems in the process of ecological environment construction of Hangzhou,the city of modern disease,comprehensive environmental regulation needs to further strengthen,green construction needs further improve,the need to further optimize industrial structure,still need to improve energy use efficiency,to be further narrow the income gap between urban and rural areas,residents quality of life needs to continue to improve,people on low carbon consciousness is weak.Finally,in view of the problems in the process of ecological environment construction of Hangzhou,and put forward countermeasures to improve the quality of ecological environment of Hangzhou construction,namely Hangzhou low-carbon ecological city system model design,increase the intensity of environmental comprehensive harness,to strengthen the greening construction and maintenance,to speed up the industrial structure optimization,increase energy efficiency,further improve residents'life quality,to develop low carbon education activities.
