The strategic layout of ecological civilization construction proposed by the 18th National Congress,which meaned that people's understanding of ecological civilization construction and ecological environment protection had fundamental and epoch-making changes.Therefore,the study of ecological environment quality,scientific evaluation of provincial ecological environment quality and analysis of its differences can have a significant impact on the construction of ecological civilization and green development.Firstly,on the basis of integrating the excellent research results at home and abroad,aimed at the connotation and essential characteristics of ecological environment,and referred to the principles and methods of people-oriented,scientific,systematic,universal,representative,operable and frequency statistics,a three-tier evaluation index system of ecological environment quality was constructed based on the driving force-pressure-state-impact-response conceptual model.Then,the TOWA-GA evaluation model based on quadratic weighting was constructed by using the step-by-step vertical and horizontal grading method and the "entropy value"non-linear programming method to evaluate the eco-environmental quality of 30 provinces in China from 2010 to 2016.The Theil index was used to measure the difference of eco-environmental quality between provinces.The Theil index was decomposed from the perspective of driving force,and the marn sources of the difference were analyzed based on the decomposed Theil index and its composition.Finally,it summarized the whole paper and puts forward relevant poliey recommendations.The empirical results of this paper showed that:First,provincial internal standards layer subsystems develop me nted incongruously,and each subsystem ranked unevenly.The four systems of driving force,state,influence and response showed an upward trend.The pressure system fluctuats slightly,maintained relative stability.Second,From 2010 to 2016,it was 1.021 that the average comprehensive evaluation value of eco-environmental quality,which was on the low side.Beijing's eco-environment quality had been at the top of the list for seven years,which was far ahead of other provinces and regions.Third,From 2010 to 2016,the overall difference of eco-environmental quality between provinces and regions showed a "W" trend,and decreased as a whole,The decline was 17.34%.From the perspective of driving force,natural population growth rate,per capita GDP,urban population density,consumption level of urban and rural residents,and urbanization rate were the main sources of the differences in ecological environment quality,and the degree of impact was from large to small in turn.
