Rural as the most basic organizational body cells,in the grassroots work to carry out the most important role.After the 21 st century,the peasants 'living standards improved continuously,the economy developed rapidly,and the peasants' lifestyles changed and improved greatly,but they were in a contradictory stage.The 17 th National Congress of the CPC put forward the goal of building an ecological civilization in rural areas,and the 18 th National Congress of the CPC calls for vigorously promoting the strategy of ecology,civilization and environmental protection.The disposal of rural sanitation waste is related to the realization of the construction of new rural areas and the realization of development goals.It is an important way to promote the construction of ecological civilization in rural areas,to improve the modernization and modernization of rural areas,and to improve the efficiency of rural areas in the process of building new modern rural areas.Ecological sanitation environment,improve people's quality of life,building a modern new countryside is of great significance.Therefore,this article mainly uses the literature method,the field investigation method,the interview method,the comparison research method,the horizontal connection method carries on the research to this.In this paper,Xijiang Town,Meijiang District,as a study object and sample,the analysis found that Meijiang District Xijiangzhen rural waste disposal in government policy,government management and farmers themselves have three problems.First of all,Xiyang Township farmers' garbage classification consciousness is weak;Second,the garbage disposal system does not apply;Third,the rural waste disposal methods are backward,the fourth,the rural waste disposal,The lack of infrastructure for rural waste disposal,and the corresponding waste disposal facilities are also lagging behind.Second,the rural waste management system is not perfect;Third,the rural waste management and supervision of the rural waste management system is not perfect;Third,the rural waste management regulations,Lack of capacity;Fourth,lack of rural capital investment and decentralized.Therefore,based on the existing achievements,this paper conducts a systematic,comprehensive and integrated research on the problem of rural waste disposal,and then puts forward a strong practical and scientific rural waste disposal strategy,which includes:,The government level: to strengthen supervision,improve the garbage disposal laws and regulations.It is required that the township government strengthen the supervision and management of rural environmental protection,improve the laws and regulations on rural waste disposal policies,and strengthen the construction of rural waste disposal system.Second,the villagers level: to improve environmental awareness,optimize waste recycling.The need to strengthen environmental advocacy,and vigorously promote environmental protection knowledge;the same time,promote recycling economy to optimize the rural waste disposal.Third,the management talent level: training outstanding environmental remediation team.Including the strengthening of environmental remediation practitioners vocational skills training;the introduction of environmental protection personnel in colleges and universities,improve the rural waste disposal personnel.Fourth,the funding level: the establishment of a wide range of rural environmental protection investment channels;need to increase government investment in rural waste disposal efforts to optimize the diversified development trend of environmental protection investment.At the same time,carry out the "four noes" of the garbage treatment standards,namely: no garbage facilities service blind spot,no garbage clean collection blind spot,no garbage villagers to participate in the blind area,no garbage harmless processing blind spot;finally enhance the level of rural waste disposal.It provides the academic basis for the management of the modern rural garbage and the optimization of the rural rubbish,and provides a comparative model for the improvement of the rural rubbish problem in other areas and strives to realize the sustainable and systematic upgrading of the ecological environment of Meizhou and the modernized countryside.
