Study On The Fragmentation And Holistic Governance Countermeasure Of Haze Control In Beijing,Tianjin And Hebei Region

In recent years,under the trend of interactive development of regional integration and informatization,the environment of government governance has become more and more complex.The problem of fragmentation is likely to happen in government governance across traditional administrative divisions and organizational boundaries.The Beijing Tianjin Hebei region is one of China's key support and development of the region,but the haze has restricted the development of green and balanced development of the region,has become an important challenge for the three governments,while the haze of integrity,liquidity and externalities determine the characteristics of haze governance can not minding.Therefore,we need to strengthen the coordination and integration of Beijing and Tianjin,to explore an effective regional haze governance mode and mechanism.Based on this,this article through to the beijing-tianjin-hebei haze management case study,which found existing in the governance of "fragmentation" problems,and puts forward improving countermeasures from the Angle of holistic governance,can improve the overall effectiveness of beijing-tianjin-hebei haze governance,promote the effective governance of the haze,make the regional air quality improved,this is the purpose of this study.The main research methods used in this thesis are literature research,comparative research and empirical research.In this paper,through consulting and collecting a large number of domestic and foreign literature,after sorting,the main research results and related to views have a comprehensive understanding of the research framework of this paper is determined.In addition,this paper summarizes the "fragmentation" of haze treatment in Beijing,tianjin and hebei by sorting out the data of air pollution in the beijing-tianjin-hebei region for many years.Based on the above research,this article with the aid of holistic governance concept,put forward to solve the beijing-tianjin-hebei haze governance fragmentation of holistic governance mechanism,summed up the following conclusions: in terms of coordination mechanism,implementing governance concept,multiple governance body coordination,interest coordination and coordination;In terms of the integration mechanism,theintegration of organizational structure and information technology platform is promoted.In terms of accountability mechanisms,on the one hand,economic and political complement each other to establish incentive mechanism,on the other hand,perfect the law,policy,taxation,accountability and supervision and restraint mechanism for system,gradually build up a "source of prevention,process supervision,responsibility" up and down through the haze of governance mechanisms,so as to realize the integrity management of beijing-tianjin-hebei haze.
