A Study On The Coordination Of Ecological Environment In Beijing-Tianjin-Hebei From The View Of Holistic Governance

Recent years,the problem of haze in the Beijing-Tianjin-Hebei region has become more and more serious with the increasing emission of polluting gases.In April 30,2015,the outline of coordinated development of Beijing,Tianjin and Hebei Province pointed out that promoting the coordinated development of Beijing,Tianjin and Hebei should take the lead in making breakthroughs in the field of ecological environment.In this context,On the one hand,combining the theory of holistic governance with the practice of co-managing the ecological environment of Beijing-Tianjin-Hebei is conducive to the localization of the theory of holistic governance;on the other hand,The combination of the theory of holistic governance and the practice of co-management of ecological environment between Beijing,Tianjin and Hebei provides a feasible way to improve the quality of ecological environment of Beijing-Tianjin-Hebei.From the perspective of holistic governance theory,this paper explores the path of co-management of Beijing,Tianjin and Hebei ecological environment.It is of great theoretical and practical significance.The theoretical framework of holistic governance provides theoretical support for the coordinated management of the ecological environment across the Beijing-Tianjin-Hebei region in order to realize the common interests,and is conducive to promoting the localization process of the holistic governance theory.In addition,it is beneficial to coordinate the action of Beijing-Tianjin-Hebei,to take the lead in the field of ecological environment integration,and to enhance the demonstration role of Beijing-Tianjin-Hebei region cooperation in improving the environmental situation in the whole country.This paper expounds the related concepts of ecological environment,governance and cooperative management,analyzes the problems existing in the process of ecological environment coordinated management in Beijing-Tianjin-Hebei province,analyzes the causes,and draws lessons from the advanced experience in cross-domain ecological environment management at home and abroad.This paper mainly adopts the methods of literature research,comparative analysis and field investigation.Based on the theory of holistic governance,the paper puts forward the corresponding countermeasures for the coordinated management of the ecological environment between Beijing,Tianjin and Hebei.Based on the theory of holistic governance,this paper should start with the following aspects: First,change the traditional thought and establish the modern governance concept;Second,give full play to the role of think tank and strengthen the top-level system design;Then,explore social forces,establish and improve the coordination mechanism of participation;Last,use big data,the implementation of the ecological environment fine governance.
