The tobacco industry is actively exploring transformation and upgrading,and informationization is the key factor to achieve high-quality development.Promoting the depth integration of informationization and tobacco industry will be the key direction,and the cigarette manufacturing enterprises will increase investment in informatization,and seek change in quality,change in efficiency,and change in growth drivers,to achieve high-quality development.In cigarette manufacturing enterprise,the informatization in accordance with the construction mode of unified planning and step-by-step implementation,and executed ISP by several IT projects.The IT project management in the cigarette manufacturing enterprises usually focus on the execution and the management of individual project,so there are many problems in the implementation and management of multi projects from the organizational level,such as:project executed independently and the scope of related projects may overlapped,focused on the short-term income of single project but ignored the long-term benefits of enterprise,the allocation of resource among projects is inefficient.The effectively decompose ISP to ensure that IT projects meet the enterprise ISP requirements,the coordination of IT projects,the management of multi-project,have become more and more impotent.In this dissertation,the theories and methods of the informatization of enterprise,IT project management,the enterprise project management,are studied by literature research.According the management practices in cigarette manufacturing enterprises,to expounds the mechanism of multi-project management,based on PMO,combined the organization and operation of for the enterprise's IT project,the IT projects should be decomposed consistency from ITSP,should be managed synergy,should be executed using the methods of project management.The conclusions:establish the organizational-level mechanism of IT project management,the ISP can be decomposed effectively,the IT projects can be managed and controlled effectively,ISP can be implemented effectively,and the IT canreally play the role of supporting and driving,reflect the strategic value of IT.
