Study On The Environmental Pollution In Gangkou Town,Zhongshan City

China is a big agricultural country and also a country with large population.The rural population accounts for a large part of population in our country and rural economy is an important part of economy in China.The gangkou town has been developing rapidly since the historical tasks to pushing forward the building of new socialist countryside put forward in the Fifth Plenary Session of the16 th of the CPC.In the past,environmental pollution mainly occurred in the developed industrial areas.However,with the process of urban-rural integration,the environmental pollution caused by agricultural production and activities has become increasingly serious and the environmental pollution has begun to extend slowly to the countryside.Garbage everywhere,sewage overflow,smell of waste in livestock and poultry farm become a common phenomenon of environmental pollution in rural areas.With the gradual transfer of urban pollution to the countryside and aggravation of rural environmental pollution caused by industrial pollutant discharge,environmental pollution control in rural areas has become an urgent problem to be solved in economic development.Only by properly handling the relationship among economy,environment and human beings can we ensure sustainable development.Based on the study of present situation of rural environmental pollution in the gangkou town in Zhongshan City,this paper finally puts forward measures and suggestions for the current rural environmental pollution control by analyzing its causes,reference and drawing lessons form experience.The first is to strengthen the construction of management system,including the establishment of vertical management of environmental protection system,the establishment and improvement of environmental governance responsibility assessment mechanism,strengthening of rural environmental protection team construction,and establishment of a strong environmental protection team with management,quality and responsibility.Second,we should improve the legal system of rural environmental governance,restrict environmental violations by legislative means,fill in the gap in rural environmental legislation,improve the legal system,standardize punishment regulations,strengthen the responsibility of the government's supervisory body,give full play to the initiative of public participation and the people's supervision.Third,we should increase government financial input,strengthen the construction of rural pollution control facilities,promote environmental protection publicity,change people's backward concepts,improvethe ecological compensation mechanism,improve the environmental protection tax system,solve the problem of resource externalities,put the income into the construction of ecological civilization,and strengthen the rural environment governance.Fourth,a variety of rural environmental pollution control methods should be used and implement a variety of rural environmental pollution control measures according to the actual situation in the region.We should realize resource sharing and the concept of pollution treatment,reduce pollution emissions,carry out unified systematic management of the pollutant sources,promote ecological agriculture,realize ecological culture,use ecological cycle mode,achieve resource recycling,achieve a closed cycle of resources and energy,pollutants "zero emissions".We should strengthen the intensity of pollution control,have overall planning of the various departments and units to implement the goal of pollution control at all stages through the government's centralized pollution control and reduce the cost of pollution control through government intervention and macroeconomic control,thus making environmental pollution control in rural areas get twice the result with half the effort.It is expected that this paper can provide reference and help for the rural environmental pollution control and sustainable development of rural economy in Zhongshan City and even Guangdong Province.
