As economic development enters the "new normal",the pace of economic growth slows down,but resource consumption and environmental degradation continue to strengthen,indicating that the past energy conservation and emission reduction work has not achieved breakthrough results.Under the background of the pursuit of the new five-year development goal,achieving the goals of energy consumption reduction,ecological protection and per capita income growth together has put forward higher requirements for the deepening of energy conservation and emission reduction work.It is urgently necessary for us to further deepen the understanding the potential of energy conservation and emission reduction in China,to analyze its structure,and to explore a more clear and effective optimization path.Based on the inverse DEA idea with a variable boundary,this paper considers the potential of energy saving and emission reduction caused by efficiency change and technological progress,and deeply explores the space for further improvement of energy conservation and emission reduction,and also dynamically compares the performance of energy saving and emission reduction over the years,which more scientifically evaluates energy saving and reduction results.Furthermore,the energy saving and emission reduction is decomposed into the technological progress part and the efficiency change part,and the structural differences of energy saving and emission reduction are analyzed,so that different solutions can be effectively proposed for different sources.In addition,the 30 provinces,municipalities and autonomous regions of China are divided into technological progress type areas,efficiency change type areas and mixed type areas according to their structural characteristics,to examine the regional differences in energy conservation and emission reduction.It's helpful to propose differentiated optimization for differences path.This paper selects the provincial economic development data from 2004 to 2016,and conducts an empirical test on energy conservation and emission reduction in the past period.The research results show that China's SO2 emission reduction performance is better than energy-saving performance.In most areas,not only the emission reduction is realized,but also the trend of continuous improvement is achieved.In all regions,real energy conservation is not realized,and there is a large energy consumption.From the perspective of potential,there is a huge room for improvement in energy conservation and emission reduction,and the potential is still increasing significantly over time.From view of the sturcture,technological progress is the main factor in promoting emission reduction,and efficiency change is a key means to improve energy conservation.Finally,the optimization suggestions are given as follows:Technological progress type areas should be guarded against deterioration of energy conservation,strengthening technological innovation,FDI guidance and energy structure adjustment is helpful;As for mixed type areas and efficiency change types areas,they are not only exposed to the risk of energy degradation,they also urgently need to accelerate the improvement of emission reductions.Strengthening technological innovation,optimizing energy structure and industrial structure,and at the same time strengthening government environmental governance investment are proposed,which promoting energy-saving emission reduction optimization through both the government and the market.
