As an strategic resource for national development,phosphate rock is great important for phosphorous chemical industry,national food,medicine and other industries.phosphate rock has been listed a very important resource by all of countries in the world.In recent years,Chinese phosphate rock is in short supply of national economic development,so china limits its quotas to keep it.Many phosphate chemical products are widely used in different fields,especially in the background of rapid development of industrialization and further reduction of cultivated land resources,the demand of crops for phosphate fertilizer is growing much rapidly,but the misuse of phosphate fertilizer follows.So it is closely linked that recycling and sustainable development of phosphorus resources and world food security and human survival.Though Chinese phosphate rock industry has some industrial characteristics with large scale of development,compared with the developed countries such as USA,it has large amount of mineral with low utilization rateHubei is a Chinese province that has large amount reserves of phosphate mineral resources with obvious resource advantages,and is forms the development situation of taking phosphorus industry as the dominant industry.Hubei Provincial Government issued different documents for the development direction of phosphate industry in Hubei.Phosphate mineral resources exploration project in Hubei accounted for half of all in 2011,it is a matter of the utmost urgency that transforming the resource advantages into economy advantages and promoting sustainable development of phosphorus industry and building green eco industrial chain of phosphorus resources.This article combines empirical analysis with normative analysis,and in-depth understanding of the status of the transformation of the phosphate mineral resources industry in Hubei by a large number of field research and literature research work during the study period.The article main research it that the status of phosphorus resources 'exploitation and utilization and the relations with environment,economy and social development,at the same time it systematically analyse the status of the transformation of the phosphate mineral resources,and combined the trend of the transformation of thephosphate mineral resources industry at home and abroad,put forward the way for the transformation of the phosphate mineral resources industry in new period under the analysis of problems and reasons for the transformation of the phosphate mineral resources industry.
