Analysis And Countermeasures Of Safety Management Problems Of Typical Chemical Industry Parks In Hubei Province

The continuous development of the chemical industry has promoted economic and social development to a certain extent.While significant progress and great contributions have been made in the chemical industry,a large number of safety accidents in the chemical industry park and their destructive impact have made the safety problems of the chemical industry increasingly prominent in recent years.At the same time,local government departments at all levels have also taken some measures,but at present it is not yet possible to completely contain the safety accidents of various chemical parks.During the "Twelfth Five-Year" period,the chemical industry scale in Hubei province ranked first in central China after the successful implementation of the "Industrial Province" and the "Two Plans-One Project".Meanwhile,the production capability,total assets and business income have also been doubled with the technical transformation and strategic deployment in chemical industry.Unfortunately,safety problems in chemical industry parks gradually become increasingly apparent.Moreover,the risk and consequence of chemical accidents is inestimable and sometimes entirely destructive.Therefore,the current imperative for the development of the chemical industry in our province is to strengthen the safety management of our chemical parks in order to control risks,and on top of that in to ensure the high-quality development of the chemical industry in future.In this paper,we innovatively combined the theory of public management and safety management,and taking the safety management of chemical parks in Hubei Province as a realistic case of public management.We selected four typical chemical parks in our province as real cases,and analyzed safety issues of the overall framework and various sections of chemical industry parks by using the public management theory.In particular,we focused on the analysis and elaboration of the planning layout,regional safety risks,safety production management,emergency management,safety laws and regulations of four typical chemical parks.Then the public management theory and safety management theory are combined to analyzethe safety management work of chemical industry parks in our province including the lack of reasonable safety planning,inadequate risk classification and control system,inadequate safety management,lack of reasonable governance,poor emergency rescue capacity,inadequate laws and regulations.Finally,we proposed several solutions to strengthen the overall planning of chemical parks,the construction of safety management teams,the emergency rescue system,safety laws and regulations in the development of chemical industry parks.looking forward to solving the outstanding problems in the safety management of chemical parks in our province,a series of measures and suggestions were put forward to enhance the high-quality development of chemical industry in our province.
