Study On The Economic Value Of Establishing Natural Reserve System In Yunnan Province With National Park As The Main Body

The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China proceeds from the general goal of the reform of the national governance system and the modernization of the governance capacity.The important reform measures of establishing national park system as an ecological civilization system are put forward.Thanks to its unique biodiversity resources,Yunnan is the earliest pilot province in the construction of national parks in China.Drawing lessons from advanced international concepts,Diqing in Northwest Yunnan established Pudatsuo National Park in June 2007.After more than ten years of exploration and innovation,Diqing in Northwest Yunnan established Pudatsuo National Park in June 2007.After more than ten years of exploration and innovation,On the basis of taking into account the protection of ecological resources,Pudatsuo National Park vigorously develops the functions of tourism development,scientific research,environmental education and community service.It has achieved remarkable improvement in regional society,economy,politics,culture and life.At present,in the study of establishing a natural protection system with national parks as its main body,Most of them focus on qualitative analysis of national park system management and qualitative analysis of economic benefits.Quantitative economic benefit analysis of eco-tourism industry is less.Quantitative economic benefit analysis of eco-tourism industry is conducive to the optimal allocation of eco-resources products and investment,and to the rapid growth of regional economy.Under this background,this study also finishes the preliminary classification of the economic value of national parks and explores the economic benefit calculation model of national parks through data analysis,questionnaire survey and data statistical analysis.Then,the method of estimating the economic benefits of national parks is constructed by using TCM and CVM.Finally,taking Pudatsuo National Park as an example,the economic benefit of Pudatsuo National Park is calculated quantitatively by the method of economic benefit calculation of the National Park constructed in this study.Firstly,by consulting the relevant literature at home and abroad,this paper combs and summarizes the relevant concepts of national parks and the estimation methods of economic benefits of ecotourism industry,and establishes the classification system of economic value of national parks.Then,based on the questionnaire survey,this paper makes statistics and Analysis on the social characteristics,willingness to pay and satisfaction of tourists.Then on the basis of questionnaire survey,this paper classifies and analyses the social characteristics of tourists,the cost of visiting parks and whether they are willing to pay extra for the protection of parks.This paper chooses TCM and CVM,which are the most widely used methods for estimating the value of scenic spots,to evaluate the economic value of Pudatsuo National Park.It is calculated that the economic value of Pudatsuo National Park in 2018 is about 5.079 billion yuan,of which the recreational value is about 5.023 billion yuan,the non-use value is about 55.677 million yuan,the corresponding selection value(SV)is about 7.5164 million yuan,the heritage value(HV)is about 18.3178 million yuan,and the existence value(CV)is about 3.7712 million yuan.At last,the paper summarizes the economic value of Pudatsuo National Park,which shows that the establishment of National Park is not only a very important way to protect the ecological environment,but also has remarkable results in promoting regional economic development.At the same time,some suggestions and suggestions are put forward for the improvement and development of Pudatsuo National Park.
