With the rapid development of social economy and the gradual growth of population,the demand for water resources is increasing.The contradiction between supply and demand of water resources is becoming more and more obvious.In addition,the rapid deterioration of water environment,the shortage of water resources has attracted widespread attention of the international community.As a traditional heavy industry base,Shanxi Province is seriously short of water resources,and its per capita water resources occupancy is far below the national average.While water resources are not abundant,the problem of water pollution is still serious.The total amount of waste water discharge is on the rise.Industrial waste water pollution is difficult to treat,and domestic waste water discharge is increasing.However,there are few studies on the efficiency of water pollution control in Shanxi Province.Therefore,it has important practical significance and theoretical reference value for the efficiency of water pollution control in Shanxi Province.Firstly,this paper makes a concrete analysis of the present situation of water pollution and its control in Shanxi Province,which provides a realistic basis for the calculation of the efficiency of water pollution control.Secondly,through data envelopment analysis and total factor productivity index,on the basis of combing the relevant literature and combining with the actual situation of Shanxi Province,an index system for evaluating the efficiency of water pollution control in Shanxi Province is constructed.The efficiency of water pollution control in Shanxi Province from 2007 to 2016 is measured from both static and dynamic perspectives.At the same time,the data of 2011-2016 are used for Shanxi Province 11.The efficiency of water pollution control in a city was compared and analyzed.Finally,Tobit regression model is used to analyze the factors affecting the efficiency of water pollution control in Shanxi Province.According to the results of the previous analysis,the corresponding countermeasures and suggestions to improve the efficiency of water pollution control in Shanxi Province are put forward.The main conclusions of thispaper are as follows:(1)According to the calculation of water pollution control efficiency in Shanxi Province,it is divided into static analysis results and dynamic analysis results.From the static analysis of water pollution control efficiency,the comprehensive technical efficiency of water pollution control in Shanxi Province is in the lower reaches of the whole country,and the level of water pollution control is not high.In terms of specific years,the comprehensive technical efficiency of water pollution control in Shanxi Province reached DEA efficiency in 2007,2008,2009 and 2011,but it did not reach DEA efficiency in other years.The specific analysis shows that the low pure technical efficiency is the main reason for the low comprehensive technical efficiency in Shanxi Province.Shanxi Province should strengthen the allocation and utilization ability of input factors,and pay attention to improving the scientific management level and system level in water pollution control work.From the dynamic analysis of water pollution control efficiency,the total factor productivity of Shanxi Province in 2011 and 2016 has increased greatly compared with the previous year,while the total factor productivity of other years has declined.Comprehensive technical efficiency and technological progress need to promote each other,while developing technology,we should also pay attention to the improvement of comprehensive technical efficiency.(2)According to the calculation of water pollution control efficiency of eleven cities in Shanxi Province,it is divided into two parts: static calculation and dynamic calculation.From the static calculation of water pollution control efficiency,it can be seen that the water pollution control efficiency of Yangquan City is 1 in six years,which indicates that the water pollution control efficiency of Yangquan City has reached an effective level.From the dynamic calculation of water pollution control efficiency,it can be seen that the five cities in Shanxi Province as a whole have achieved an increase in total factor productivity,while the rest have declined.It shows that in order to improve TFP,on the one hand,technology should be upgraded,on the other hand,management level and investment scale can be improved in the existing management mode,so as to promote the coupling of efficient utilization of resources and technological progress.(3)From the Tobit regression results,we can see that the level of economic development,population density and environmental protection intensity have a positive impact on the efficiency of water pollution control in Shanxi Province,promoting the improvement of water pollution control efficiency,in which population density has a greater impact;the proportion of secondary industry in GDP and urbanization level have a negative impact on the efficiency of water pollution control,which inhibits the improvement of water pollution control efficiency.
