As an important industry of the national economy,the iron and steel industry has promoted the development of related industries and played a pivotal role in China’s industrialization.At the same time,China’s iron and steel industry has been in an extensive stage of development,with low per capita efficiency,large but not strong products,and serious environmental pollution problems,which have severely hindered the realization of“the planned goal of Made in China 2025” proposed in 2015.Therefore,it is vital to reasonably evaluate the speed and quality of economic development for the iron and steel industry,change development mode,and break the barriers of development.Under the background of China’s economic structural adjustment and increased environmental protection,this paper introduces the green concept into the production process of the industry for the first time,studies the changes of green total factor productivity in China’s iron and steel industry,analyses and finds out the relevant factors affecting its efficiency.Firstly,summarize the current development status of the iron and steel industry and the problems encountered in the development process on the basis of combing and summarizing the literature;Secondly,the input-output indicator system is established using panel data from different regions of China,and the global DEA-Malmquist model is used to measure the efficiency and growth of green total factor productivity in the industry in 29 regions of China;Finally,the differential GMM regression method is used to study the selected 12 factors and analyze their impact on the iron and steel industry.The empirical results show that:(1)the overall technical efficiency of China’s iron and steel industry is still at a low level.From the perspective of different regions,the eastern region has the highest technical efficiency,western region has the worst,and central region is in the middle.(2)The average annual growth rate of green total factor productivity of China’s steel industry is 10.34%,and average annual growth rates of technological efficiency and technological progress are 1.18% and 9.06%,respectively.Both works together in green total factor productivity of the industry,and latter has a greater impact.(3)The differential GMM regression analysis of green total factor productivity in the industry in China is carried out.Twelve internal and external factors are selected for analysis.Asset input,domestic capital ratio,economic development level and green total factor productivity are significantly positively correlated,while scientific and technological research and development capacity,management level,industrial development level and green total factor productivity are positively correlated,but not significantly.Human input,the relationship between assets and human resources,resource utilization,government support,industry scale,foreign capital ratio and green total factor productivity index are significantly negatively correlated.
