Ecological Civilization Construction has risen to the national strategy.Low carbon and Green is the inevitable requirement of sustainable development of Mining.Be able to mining healthy development,we must take the Total Factor Productivity to enhance the intensive growth mode.As a major source of direct carbon emissions,Energy consumption is increasing concerned,so energy-saving emission reduction has become the current implementation of China's international commitments to reduce emissions of important work.Scientific and reasonable measurement of the mining Total Factor Productivity needs to consider carbon emissions of environmental constraints.In this paper,according to the three issues of "mining carbon emissions,influencing factors and their relationship with the growth of mining economy","how the Total Factor Productivity and source decomposition of mining" and "what factors affect the Total Factor Productivity and its size",on the basis of the theory of economic growth theory,sustainable development theory and low-carbon economic theory,using the United Nations Intergovernmental Panel on Climate Change(IPCC)and China's Development and Reform Commission of the provincial greenhouse gas emissions inventory methods and parameters,the use of Tapio flexibility Analysis,based on the extended KAYA identity and LMDI method,I measure China's mining energy consumption of carbon emissions,the relationship between mining economic growth and carbon emissions,the relationship between energy consumption and carbon emissions,size and direction of year by year and accumulation effect to the carbon emissions impact factors.The GML method of global DEA is used to measure the Total Factor Productivity of the constraint of carbon emission,and analyzed the role difference to the Total Factor Productivity of the different periods and different industries.Based on the gray system model(GRA),I analyze the factors influencing of the Total Factor Productivity.Finally,from the perspectives of concept consciousness,environmental protection intensity,ownership reform,energy structure adjustment and large scale management,I put forward the corresponding policy recommendations.The main conclusions and innovations are as follows:The paper measures China 's mining energy consumption carbon emissions of including 18 kinds of energy,analyzes the decoupling relationship between energy consumption carbon emissions and the mining economy,comes to a conclusion that China's mining economy will gradually transition to low-consumption and low-emission.China 's mining energy consumption carbon emissions brake down into five factors of economic output,energy Structure,energy intensity,industrial structure,employment structure effect.I think that economic output is the biggest factor affecting China's mining industry,as well as promoting the mining industry in China is the most important factor in energy intensity.In the calculation of the total factor productivity of mining in China,the energy consumption and non-expected output of carbon emission is introduced,which makes the analysis framework more scientific and reasonable.Coming to a conclusion of the factors affecting to the Total Factor Productivity is market concentration,environmental pollution control,ownership structure,energy structure,capital deepening,enterprise scale,R & D investment intensity,and export trade in the order from large to small.And further analysis of sub-sectors,I put forward instructions.The dissertation makes a systematic study on the carbon emission in the field of mining industry.Not only contains a more complete range of energy,estimates the results accurately,but also considers the energy input and carbon emissions into the framework of China's mining the Total Factor Productivity research,the study is more complete and thorough.
