Practice And Reflection On Guiding The Construction Of Ecological Civilization In Huzhou With The Theory Of "Two Mountains"

The 19th National Congress of the Communist Party of China has made a major plan for the implementation of the strategy of rural revitalization,which is a new goal and general grasp for the work of agriculture,countryside and farmers in the new era..According to the "two mountains theory" of General Secretary Xi Jinping that "green water and green hills are golden mountains and silver mountains",this paper studies the present situation and existing problems of ecological civilization construction in Huzhou City by means of literature study,induction and interview,and puts forward some pertinent suggestions.The main results are as follows:The "two mountains theory,of "green water and green hills are golden mountains and silver mountains" has enriched the development theory of China's socialist ecological civilization construction,and has provided a fundamental basis for the construction of beautiful countryside in the new period.The construction of ecological civilization is a new project and carrier to promote the construction of beautiful countryside and deepen the construction of new socialist countryside.It is also an important innovation in the practice of balancing urban and rural development and building a new socialist countryside.Under the guidance of the "two mountains theory",the construction of ecological civilization aims to strengthen environmental protection while economic development,so that the people can effectively enhance their sense of acquisition,security and happiness,and build a beautiful ecologically livable countryside.Under the guidance of the "two mountains theory",Huzhou has made great progress in the construction of ecological civilization,but there are still many problems.Including farming pollution caused by small-scale farming mode,processing waste pollution,traditional lifestyle of domestic waste pollution,rural public infrastructure backwardness caused by various types of garbage treatment difficulties,weak local government supervision of the ecological environment led to environmental pollution in rural areas and so on.Many problems in the construction of ecological civilization in Huzhou City are related to the system,technology,society and farmers themselves.On the system level,the main reason is that the construction of rural ecological civilization lacks the protection of laws and regulations,the local government has a vague understanding of the development concept of "two mountains theory";on the technical level,the main reason is that the innovation of rural ecological science and technology lags behind,and the development model of rural economy lags behind;on the social level,the main reason is that the rural social supervision system is imperfect,and the agriculture is not perfect.Public participation in rural ecological civilization is inadequate;in the level of farmers themselves,mainly lack of knowledge,lack of awareness of the ecological environment,individual values utilitarianism.According to the main problems and their deep-seated reasons in the construction of rural ecological civilization in Huzhou City,this paper holds that the construction of ecological civilization in Huzhou City should be guided by the "two hills theory" and follow the principles of combining economic development with environmental protection,rural development with ecological construction,social development with human development to perfect the countryside.Legislation on ecological civilization,strengthening the responsibility of local governments,supporting scientific and technological innovation,developing green economy,strengthening social supervision,improving public participation mechanism,raising farmers'ecological awareness and cultivating good ecological civilization values.
