Study On The Problems And Countermeasures Of Ecological Civilization Construction Under The Perspective Of New Normal

The ecological civilization is based on replacing irrational production,with coordinated development as purpose,to create green,recycling and low-carbon newly lifestyle for social construction.To strengthen ecological civilization construction is not only the eager of average people for exquisite environment,but also the request of comprehensively building a moderately prosperity society and fulfilling the “Two Centenary Goals”.This article begins from the meaning of New Normal and ecological civilization with interpreting the notions and connotations.Subsequently,it reviews the ecological civilization concept of Marx and Engels,and makes summaries about theoretical evolution and practical achievements of ecological civilization construction of the Communist Party of China,since the founding of the country.On that basis,this article also analyses the policy of New Normal put forward new requirements to ecological civilization construction,which must comply with the “Five Development Notions”,including innovation development,coordinated development,green development,open development shared development.And it also concludes the achievements of ecological civilization construction,but several problems still unresolved,such as the green concept can't be recognized correctly,governments take GDP as the main evaluation method,the lack of environmental responsibility,misunderstanding of Scientific Outlook on Development,the legal system of ecological protection should be improved,unformed green lifestyle etc.In order to reinforce ecological civilization construction,we must correctly deal with the relationship of people,society and nature;the relationship between ecological civilization construction and other civilizations;reinforce ecological education to advocate low-carbon lifestyle;improve the legal system and mechanism of ecological civilization construction;adhere to the road of green,innovation and sustainable development;establish a complete ecological evaluation system;strengthen governments' duty of ecological civilization construction.
