Environmental pollution is a global problem.It has always been the focus of attention from all walks of life.With the rapid development of China's economy,various kinds of environmental problems frequently erupt,and the shortcomings of environmental pollution control need to be completed urgently.The one of three major tasks for building a well-off society in an all-round way are pollution prevention and control.How to promote the coordinated and symbiotic development of resources,environment and economy and solve the serious ecological and environmental protection problems is the inherent requirement of this great mission.In the past 40 years of reform and opening up,China's economic and social development achievements have attracted worldwide attention,the productivity of rural areas in China has also been greatly improved,the quality of life of farmers is changing with each passing day.Everything has two sides.The rapid development of the economy has brought about more and more environmental problems.At present,environmental problems frequently occur in rural areas,to a certain extent,affecting the stable development of rural areas,and in the governance,whether the government,enterprises,social organizations or farmers themselves,the degree of attention and investment in pollution control is far from enough,the ecological environment is becoming more and more serious,rural environmental pollution control.It is urgent to catch up with it and should arouse extensive and in-depth attention.Zhangshu City is a famous medicine capital,wine town and salinized city.It is a big agricultural city as well as a strong industrial city.In recent years,many environmental problems have been highlighted in rural areas of Zhangshu City.There are mainly several aspects:Firstly,the acceleration of urbanization has brought living standards to a higher level,but most rural residents' awareness of environmental protection is still stagnant.The traditional thinking and unhealthy living and hygiene habits formed over a long period of time remain unchanged,seriously affecting the image of rural environmental construction,garbage and mosquito-surrounded feces are piled up everywhere,stinky sewage ponds,etc.Secondly,rural residents use pesticides and fertilizers unscientifically and irrationally,resulting in excessive inflow and infiltration into the soil and surrounding water,resulting in soil fertility decline,hardening,deposition of heavy metals,eutrophication and deterioration of the water body,forming and leaving a long-term hidden danger.Third,livestock and poultryaquaculture is not standardized,most farmers do not install pollution prevention and control measures,livestock and poultry manure without pre-treatment is discharged at will,seriously polluting the surrounding water,sometimes pungent odor will volatilize to the residential areas,odor intolerable;Fourth,some enterprises are still illegal discharge of pollutants,a wide range of pollution,quantity.Large,affecting the atmosphere,soil and water pollution and other aspects;Fifth,other pollution,such as straw burning,river basin water quality deterioration and so on.Taking the polycentric theory as the entry point,this paper compares the present situation of the participation of the government,enterprises and farmers in the governance of Zhangshu City,lists the existing problems,and explores the construction of the polycentric governance model of the rural environmental pollution control in Zhangshu City.The aim is to apply the multi-subject co-governance of the government,enterprises,farmers and the public,which is elaborated in the polycentric theory,to the rural environmental governance of Zhangshu City,and to play their respective positive roles,so as to improve the ability and effect of environmental pollution control in an all-round way.The full text is divided into six chapters.The first chapter: introduction.This paper expounds the research background,purpose and significance,enumerates the status quo of some domestic and foreign related research,and briefly discusses the research ideas and methods of this paper.The second chapter: the definition and relevant theories of rural environmental pollution control.Firstly,the definition,characteristics and hazards of rural environmental pollution are explained,and then the polycentric theory used in this paper is summarized.The third chapter: the present situation of rural environmental pollution and control in Zhangshu City.Taking Zhangshu city as an example,this paper introduces the current situation of rural environmental pollution in Zhangshu city and the participation of government,enterprises,farmers and social organizations in governance.The fourth chapter: the analysis of problems existing in the rural environmental pollution control in Zhangshu City.Mainly for the government governance encountered bottlenecks,a certain proportion of enterprises violated the law and sewage discharge,farmers participate in environmental protection weak subjective consciousness,the system governance pattern has not yet formed four aspects.The fifth chapter: Suggestions on improving the polycentric governance of ruralenvironmental pollution in Zhangshu City.This paper elaborates the relevant requirements from four aspects: clarifying the responsibilities of the government in polycentric governance,giving full play to the functional advantages of enterprises,guiding and exploring the action force of farmers,and encouraging the active participation of environmental protection organizations.The sixth chapter: summary.
