Study On Theory And Demonstration Of Rural Environmental Pollution Control Planning

With the rapid development of rural economy, environmental problems continue to emerge which has became a threat to the health of rural residents and national food-safety. Environmental pollution control planning in rural areas is the fundamental basis for the rural environment, its implementation can correspond the relations of environment, economy and society, and achieve the rural economy and society sustainable development, protect and improve the rural environment, it has great significance and far-reaching implication. Pollution control planning in rural areas is a relatively new thing, interlinkes with the river basin, urban, small town environmental planning, but it has its own characteristics. According to the social, economic and population growth forecast, reckon changes in pollution load, and estimate the trend of environmental quality during the planning period. Contrast the planning objectives; combine with the actual local conditions and socio-economic master planning, establish the specific pollution control programs of water environment, atmosphere environment, acoustic environment and ecological environment, and project the key projects of environmental protection and pollution control, project planning and investment arrangements. Pollution control planning in rural areas are not just passive pollution control planning, more importantly, changing people's thinking, and regulate people's behavior, research the local social, economic and environmental development model.Kaifeng City is a big agricultural city, its rural area is typical of central China Plain in rural areas, rural environmental pollution prevention planning has some representation. State of the environment survey in Kaifeng City indicate that the major environmental problems are safe-drinking level of rural residents is not high, poor environmental sanitation, pollution of domestic animal breeding; the main sources of pollution sources of life for the residents, livestock and point source pollution sources; major pollutants as COD, NH3-N and dust. Integrating environmental forecasting and planning objectives to formulate specific planning blue-prints and key projects, include pollution prevention of rural drinking water sources, rural resident-gather-area pollution prevention, pollution prevention and control of township enterprises, pollution prevention and control of livestock pollution, pollution prevention and control soil pollution, agricultural pollution control, ecological model to create and rural environmental management capacity-building programs and projects.
