Evaluation And Research On The Development Of Low-Carbon Agriculture In Hunan Province

Greenhouse gas emissions have seriously affected the environment on which human beings live.Agriculture is the second largest source of carbon emissions.As a large agricultural country,China has an important responsibility for reducing global greenhouse gas emissions.Therefore,studying the development of low-carbon agriculture has important theoretical and practical significance.Based on the existing research literature,this paper uses the theory of circular economy,ecology theory and sustainable development theory to analyze the development of low carbon agriculture.Based on the analysis of the development status and the actually situation in Hunan Province,the paper constructed a comprehensive evaluation index system for low-carbon agriculture development in Hunan,which consists of four first-class indicators and 18 second-class indicators,including the comprehensive development level of agriculture,the level of energy utilization,the low-carbon level of agricultural inputs and the effect of agricultural carbon sink.The weight of each indicator layer was determined by the analytic hierarchy process,and the comprehensive evaluation standard value of low-carbon agriculture was established.On this basis,the comprehensive weighted calculation method was used to calculate and analyze the comprehensive value of Hunan low carbon agriculture development from 2006 to 2015.The results showed:2006 is the turning point of Hunan agriculture from high carbon stage to medium carbon development,indicating that Hunan agriculture has gone through a higher carbon development stage;2011 is the turning point year of Hunan agriculture from medium carbon to near low carbon,and the development of Hunan low carbon agriculture has entered a new stage.The results also indicated that:After 2011,Hunan has made a breakthrough in the development of low-carbon agriculture.The effect of low-carbon agriculture investment is remarkable.Energy-saving and emission reduction measures in the field of agriculture have been well implemented.The development model of low-carbon agriculture has gradually been focused and played a great role,laying a solid foundation for the development of low-carbon agriculture in Hunan.Meanwhile,the paper theoretically and empirically analysis the factors that affect the development of low carbon agriculture in Hunan.Based on the results of the analysis,this paper puts forward suggestions to construct and improve the development mechanism of Hunan low-carbon agriculture:including strengthen the development and application of emission reduction technology,establish monetary and financial systems,scientifically formulate the dominant mode of Hunan low-carbon agriculture development,strengthen the knowledge education of farmers' low-carbon agriculture development,put forward the suggestions on promoting the development of low carbon agriculture in Hunan.
