Economic Benefit Analysis Of Bot Project Of Z Municipal Waste Incineration And Generating Electricity

Ecological environmental protection has been paid more and more attention at home and abroad.With the increase of urban population and the increase amount of refuse treatment year after year,the energy shortage problem is becoming increasingly precarious.The promotion and development of garbage incineration power generation project can not only solve the problems of refuse treatment,but also transform the garbage into energy generation materials and make waste profitable.The garbage incineration project has received extensive attention in recent years,especially after the 13 th Five-year Plan.With the accelerating process of urbanization in China,environmental problems are becoming increasingly acute.Although the waste incineration power generation project starts late in China,the development process embodies the introduction,digestion,absorption and innovation and remarkable results are achieved.Furthermore,the 13 th Five-Year Plan in China points out that the urbanization rate of the permanent population in the mainland will reach 60%(42.35% in 2017)by 2020.Because of the increase of urban population,the amount of refuse treatment increases more than 30 million tons each year.The existing landfill mode will be overloaded and the problem of being besieged by waste will become increasingly prominent.The soil and water pollution caused by landfill will be ever-increasing.In order to solve the problem,the project of garbage incineration power generation is vigorously popularized.However,the garbage incineration starts late in China compared with foreign countries and there is an urgent need for this kind of effective project to solve environmental problems in China.Although there are many researchers study the social benefits and ecological techniques of garbage incineration power generation,the research of economic benefits of it is lacking,which cannot be ignored.This paper analyzes the economic benefits brought by the WTE projects from the perspective of investment operators,the government and the public.The economic benefits for the perspective of investors are analyzed with indicators like the cost-benefit ratio,investment payback period,net present value,internal rate of return,and uncertainty analysis.Then,value-for-money analysis is performed to measure the fiscal expenditure saved by the government adopting the BOT model.Finally,the qualitative analysis method is applied to illustrate the environmental and social benefits brought by the WTE projects to the public.According to the above analysis,it is concluded that the projects bring considerable economic benefits and should be widely promoted at this stage in China.Additionally,on the basis of the analysis results,advises for the investment operators,the government and the public are presented to guide the future WTE projects.
