In recent years,fog and haze days are becoming more and more serious in Hebei.What are the main factors of haze and where governments at all levels should start from?By analysis the energy consumption in Hebei,using the input-output table and other data to decompose the variation of haze emissions,we give some specific opinions.The main contents are as follows:Firstly,through analyzing the main components of haze in Hebei:SO2 accounts for the highest proportion of the main pollutants,up to 69%;the industrial emissions account for more than 90%of the total emissions of the whole industry.Tangshan,Handan and Shijiazhuang are the three cities with the highest proportion of haze emissions.The total emission of the three cities accounted for about 70%of the total emission of the province.Secondly,from the industrial perspective,the main pollutants are decomposed by IO-SDA,using input-output table,we found that:the energy intensity effect is the biggest reduction factor of the haze emission;the final demand effect is the biggest positive and the most important effect;the Leontief effect is not obvious.For example,the main driving force of the coal mining and washing industry is the energy intensity effect;the Leontief effect and the final demand effect is relatively small;the main driving force of the construction industry and transportation equipment manufacturing industry is the final demand effect,the main reduction effect is the energy intensity,and the Leontief effect is relatively small;the main driving force of the metal products industry,petroleum processing and coking and nuclear fuel processing industry is the final demand effect,but the energy intensity effect and the Leontief effect are not obvious;the main driving force of the increase and discharge of the metal mining industry is the energy intensity and final demand,the Leontief effect is the reduction effect,but not obvious.Third,from the region perspective,the LMDI model is used to decompose the main pollutants of the fog and haze in the industrial enterprises above the scale.It shows that the economic development has the greatest impact on all kinds of haze pollutants,and the impact is positive;the effect of energy consumption intensity on haze pollution is the second,and the most important deduction effect;the scale of population has a small positive effect,the structure of regional output value has a negative effect,which is slightly higher than the population effect,the impact of energy consumption structure on haze emission is minimal,and part of the reason is that the adjustment of regional industrial structure and regional output value structure is difficult to change greatly in a short term,which causes the energy consumption structure and regional output value structure to be difficult to complete a significant change.And taking the Tangshan which has the largest fog and haze emission as an example,analyzing the factors affecting PM2.5 primary source emission,the results were similar to the conclusions of Hebei.Based on the conclusion,the main measures of harnessing haze emission are put forward:focus on improving energy efficiency,continuously optimizing industrial structure,optimizing energy consumption structure and adjusting the final demand structure,so as to achieve sustainable and green development.
