Eco-environmental problems and scarcity of resources have become a main bottleneck in sustainable development in China along with high increase of national economy.In carrying forward coordinated and integrated development of Beijing-Tianjin-Hebei Region(BTHR),one of the "three major regional development strategies" in China,we are also confronted with the same ser:ious problems and scarcity.In order to deal with the problems existing in coordinated development in BTHR,especially the problems of unbalanced development caused by the geographical division in terms of eco-areas,eco-compensation is an effective approach.This dissertation is devoted to the subject matter of eco-compensation for eco-area in BTHR,taking Zhangjiakou as an example.Using the ideas and findings of other researchers for reference,the dissertation,based on correlated theories including public goods theory,eco-capitalism,etc.,and eco-compensation cases and revelations home and abroad,mainly explores the status quo and existing problems in eco-restorations and compensations in eco-area and the necessity of eco-compensationthrough analysis of the ecological functionality of Zhangjiakou's geographic location;then a chapter is given to discussion and analyses of and compensation standards accounting,and calculations of the compensation amounts for Zhangjiakou as a whole and for the key water source reserve of Guanting Reservoir respectively by using opportunity cost method;lastly,aiming at achieving the t"Three Goals",i.e.,the equalization of public services on the whole,comparative equilibrium in infrastructures and equality by and large of people's living standards in different regions,for coordinated regional development in China and directing at the existing problems,it comes up with countermeasures and recommendations both macroscopic and microcosmic in the hope of promoting Zhangjiakou's handing in "two answer sheets" in high scores and speeding up synergetic development of BTHR.The dissertation argues that it is of vital importance in implementing coordinatedBTHR development strategy to facilitate the building of a good water conservation zone and eco-environment support zonefor the capital;it matters a great deal to speed up eco-compensation in BTHR as to deal with the problems of unbalanced and inadequate development in the new era.Distinctive policies should be taken for special eco-area in BTHR,and eco-compensation ought to be shifted from focusing on the eco-system itself to on the eco-system as well as on the local governments and residents,and measures should be taken to strengthen "hematopoietic" compensation to enhance an integrated advance of both the local eco-protection and green industries.The central government should increase investment in building of the "Two Zones" for the capital,including setting up special eco-zones in Zhangjiakou,studying the possibility of and carrying out the abstraction works drawing water from Yellow River to Bangshang;administrations and the people of the benefited downstream region should regard the upstream eco-area as their own eco-space for further development and make a coordinated plan for eco-system restoration and green development in the upstream with their own advances as a whole by establishing a special coordinating organ,raising funds through various ways and appropriating special funds in their budget for eco-compensation annually based on the calculated amount.It is necessary to form a research group studying on eco-compensation and to initiate a regulation on it in BTHR as well as to accelerate legislation thereof in order to make eco-compensation based on laws and regulations.
