Abstract/Summary:
In contemporary society,the cross-domain characteristics of public issues have become increasingly prominent,and cross-domain public affairs have appeared in large numbers.The issue of water pollution control is one of them.Faced with the inconsistency of water pollution control across sectors,regions,and departments,and the contradiction between the externalities of water pollution and the fragmentation of China’s administrative system,bureaucratic governance and market mechanisms cannot solve practical problems.Pollution problems still occur frequently.In this context,people advocate cross-domain cooperation to break through the fragmentation of China’s administrative system and achieve high-efficiency coordination and governance.China is actively exploring the system construction of cross-domain governance.Although cross-domain governance practices such as the "Pearl River Delta","Yangtze River Delta" and "Hechang System" have emerged,the normal,sustainable and normative cooperation mechanism has not yet been implemented.form.Therefore,improving the cross-domain cooperation mechanism of local governments in China and effectively managing cross-regional environmental issues has become an important issue in government governance.By collating domestic and foreign literatures on water pollution prevention,holistic governance,cross-border environmental governance,and government work reports,we have gained full understanding and understanding of cross-domain governance theory and water pollution environment,and combed China’s water pollution control.The evolutionary context is divided into three governance stages:institutional absence,hierarchical division management,and cross-domain comprehensive governance.At the same time,based on the questionnaire survey and on-site interviews on the operation of the river system in Jiangsu Province at the end of 2016,from the perspective of cross-domain governance,explore the specific governance logic and organizational form,measures and system design in the implementation process,thereby refining the current Experience and shortcomings of water pollution control under cross-domain governance measures.Based on the vertical comparison with the successful experience of the five major lakes in North America and the management of Lake Biwa in Japan,the paper analyzes the governance measures of different administrative systems,and then finds practical and feasible methods for specific countermeasures.At present,fragmentation is the biggest problem in China’s current water management system,which is closely related to the governance system of China’s hierarchical division.The governance logic of the Jiangsu River System is to directly assign watershed water management responsibility to specific party and government leaders,and to rely on the administrative authority and individual ability of party and government cadres to break the"Articles" and "Articles" in China’s river management.Contradictions between departments,"blocks" and "blocks"(between administrative districts),"bars" and "blocks"(cross-districts and cross-sectors).As an institutional innovation to deal with the water crisis,the river system has achieved certain results,but its degree of cooperation must be limited,and it does not fundamentally break the water governance pattern of multiple fragmentation in China.In the governance of cross-regional environmental issues,Western developed countries often regard it as a whole.Therefore,China’s water pollution prevention and control is a complex and systematic process.It is necessary to construct an institutionalized,normalized,standardized and sustainable cross-domain cooperation governance mechanism,and form a multi-level governance structure dominated by the government,market regulation and social participation..It is important for the the water environment’s sustainable development,and it can also provide more general experience and reference for the cooperative governance of other cross-border public affairs.
