| Along with the rapid and steady development of economic construction, the eco-environmental issue of our country is becoming increasingly serious. Environment and economic construction conflict more and more fierce. Haze pollution, what has been late realized, has complicated sources and spreads rapidly. Our haze pollution, what has been late realized, has various plentiful pollution sources and spreads rapidly, what’s more, it is quite difficult to governance. Since the poverties of regional, externality and compound, there are many defects in the haze governance: The traditional single pattern of eco-environmental governance can lead to government malfunction, market malfunction and volunteer malfunction; it is also difficult for apanage management to play an active role. This paper argues that, with the NGO development, we should build a new haze pollution governance model which requires the cooperation of multi-subjects. Only in this way can the tragedy of the commons and hitchhike case be averted.At present, the main discussion about haze pollution governance is around technique, law and economy. From the perspective of co-management perspective in political science, this paper wants to do a model research on regional-network governance of pollution haze, combining sustainable development theory, game theory, polycentric governance theory, intergovernmental relations theory and regional governance theory. Especially the collaborative agent, collaborative consciousness, cooperation mechanism and cooperation environment are to be examined. Aimed at putting forward some substantial suggestions, this text expects theoretically and practically significant to china, on matter to other kind of eco-environmental governance, or to our Ecological civilization construction and sustainable development.By the literature research method, system study method and method combines normative analysis and empirical research, this article cores with co-management and focus on smooth and lasting running of regional-network governance of pollution haze. Besides forward and conclusion, the main content can be structurally into four parts divided: the first part lists the present situation, source, harm and features of haze;The second part points out the failure phenomenon, that when government, market and the third sector as a single subject occurs and also the difficulties the apanage management meets. This part aimed at summing up the development trend of haze pollution control- the cooperative governance. The third part suggests the specific governance model of haze- the regional-network governance, according to the correlative theories. And also its structure, characteristics and relationship among the subjects are to be discussed. The fourth part is also the main part of this article, its focus lies on problem analysis and three ways of solving these problems: First, cultivate cooperation consciousness based on the cooperative incentives. Second, establish relevant cooperative mechanisms, such as information communication mechanism, benefit coordinating mechanism, supervision and the safeguard mechanism and so on. Third, optimize the cooperation environment in five aspects, which are transformation of government’s functions, deeping of tax reform, reforming of energy system, development of e-governance and innovation of science and technology.In the year 2012, haze pollution became a hot topic and began to cause widely attention of social all circles. The chief innovation of this paper is giving haze pollution, which gets lots of attention, systematic and deep analysis, based on polycentric governance model and regional governance mode. On this basis, in order to reduce haze pollution, a regional-network method is to be forward putting. Combining some data, this paper tries to present phenomena and facts that hidden behind pollution haze, and make a convincing explanation on this hot spot and focus, which is widely concerned about. |
